I can't speak for other distributors but for Kino it would legally
impossible for us to allow streaming of anything that was not verifiably
limited to a specific institution(s). Most companies only own limited rights
on a film, generally the right to distribute a film in US and or North
America for a period of time. I could never license a film that could in any
way shape or form be accessible outside the US as this would violate our
agreement with our producers.

Frankly even closed circuit can be a bit dicey since many companies
including Kino don't always own TV rights on a title but since I don't think
of closed circuit as TV and since the producers seem happy to cash checks
we send them for this it has never been a problem.

As you can see it is a mess from every side
