It is a Columbia film I don't think it has ever been put on video in which
case you are out of luck. If it was out on video which you can check than
your person could take this to Germany and get a multi-system player
There is not a chance in hell you would ever get permission from Columbia
either for a Pal transfer or if it not otherwise released
Don't get your hopes up
