We offer our withdrawn VHS to the public libraries around the state on
permanent loan. This especially helps the poorer library
systems. Theoretically, we still retain ownership of the item, but it is
withdrawn from our collection. They keep it for as long as they want. If
they later withdraw it, they must destroy the state property stamps/labels.
