PPR on POs

I know this has come up before but HELP!!!
I just got an order from a major educational institution which said on the
PURCHASE ORDER " WITH PUBLIC PERFORMANCE RIGHTS" . It was a title we COULD
sell PPR on but they were only paying the standard retail price. In any
event they would have NO WAY OF KNOWING if we even owned the PPR. I don't
have the time to write a letter , call or return these crossed out and I
will NOT process any order which implies that I am giving PPR.

What disturbs me the most is that any institution that does this undoubtedly
has hundreds if not thousands of titles that they think they own PPR on. I
am sure that Baker & Taylor, Facets, Movie Unlimited or whoever don't have
the time to go over all the orders that closely and this one was really in
small print.

I actually spoke to the librarian who sent this one and she was sympathetic
but said it was University policy to put this on all PO's

Anybody have Any suggestions on how to stop this kind of thing?
I am throwing out all future orders that come this way but it is very very
frustrating
