copyright issue on getting a video clip for students or for

Dear ALL,

I got another issue and would like to hear your opinion on. It is not the
case to us as yet but I forsee this is coming soon. What is the copyright
implication as to get a video clip for student, for presentation or for
teaching purposes in Library as well as classroom settings? Is there a law
indicating (fair use?) it is legal to obtain a video clip or just a clip
for such purposes? How to measure the amount of video clip, a duration of
5 minutes, 10 minutes or a certain percentage? If not, I guess I need to
approach the producer for allowance but my question is how often such
request is granted and for how long it will take? In what format will the
video clip be recorded, VCD or VHS?
