With all due modesty, I would suggest, as a good starting place, the Facets
Movie Lovers Video Guide.

Among the sections are:

450 Best Foreign Films
100 Best Foreign Classics
25 Top Foreign SIlent Films

There are also sections of winners like all of the Cannes Film Festival
winners (and their VHS/DVD availability), Heaven Sent; Vatican Picks -- all
of the films recommended by the Vatican, as well as the winners of Sundance
and much, much more.

The problem with lists is not only that they are subjective, but that often
film-lists ignore whether or not the film is available for purchase. All of
the films which we list (and update each year) are.

Unfortunately, it's not as simple as the Untied States and the rest of the
world. You have to go country by country. The most efficient way would be
to start with FIAF (Fédération Internationale des Archives du Film /
International Federation of Film Archives)

The members include such organizations as the BFI (British Film Institute),
Fundacion Patrimonio Filmico Colombiano, The National Centre for
Audiovisual Art in Bratislava, Slovakia, The Film Institute of
Ireland/Irish Film Archive, Deutsches Filminstitut, the Vietnam Film
Institute, the Danish Film Institute Museum & Cinematheque, Norsk
Filminstitutt, Svenska Filminstitutet, The International Centre of Cinema
in Riga, Latvia, The national Film Center in Tokyo, and many many others.
