Unfortunately, it's not as simple as the Untied States and the rest of the
world. You have to go country by country. The most efficient way would be
to start with FIAF (Fédération Internationale des Archives du Film /
International Federation of Film Archives)

The members include such organizations as the BFI (British Film Institute),
Fundacion Patrimonio Filmico Colombiano, The National Centre for
Audiovisual Art in Bratislava, Slovakia, The Film Institute of
Ireland/Irish Film Archive, Deutsches Filminstitut, the Vietnam Film
Institute, the Danish Film Institute Museum & Cinematheque, Norsk
Filminstitutt, Svenska Filminstitutet, The International Centre of Cinema
in Riga, Latvia, The national Film Center in Tokyo, and many many others.
