TECHNOLOGY, EDUCATION, AND COPYRIGHT HARMONIZATION ACT =96 On July 11, the=

House Subcommittee on Courts, the Internet, and Intellectual Property=20
approved Bill S. 487, the Technology, Education, and Copyright=20
Harmonization Act to amend chapter 1 of title 17, U.S. Code, relating to=20
the exemtion of certain performances or displays for educational uses from=
=20
copyright infringement provisions. Some of the distance education=20
provisions of the TEACH Act have been criticized as impinging on academic=20
freedom, and the SubCommittee has been working with university associations=
=20
to address some of these concerns. The bill would also require the U.S.=20
Patent and Trademark Office to submit a report to Congress "describing=20
technological protection systems that have been implemented, are available=
=20
for implementation, or are proposed to be developed to protect digitized=20
copyrighted works and prevent infringement." The bill is at

RANDOM HOUSE DENIED INJUNCTION AGAINST ONLINE PUBLISHER =96 A U.S. District=
=20
Judge denied a request by Random House for a preliminary injunction against=
=20
Rosetta Books, an online publisher offering e-versions of certain Random=20
House titles. The Judge ruled that the right to print, publish and sell=20
books in print format does not include the right to publish the books in=20
electronic format. The eight titles involved include novels such as Kurt=20
Vonnegut=92s Cat=92s Cradle and William Styron=92s Sophie=92s Choice.=
