Just a small update on my previous rant.
Both cases I referred to have been resolved. The first place did not
actually NEED the rights for distance learning transmission for the whole
state, it was just a "pro-forma" request.
The second institution only needed PPR for an on Campus screening.

For the record and in response to several people who e mailed me directly.
I basically NEVER have problems with Public Libraries only Universities (
sorry Gary). I think this derives from a lot of bureaucratic and academic (
i.e. professors) confusion between standard "face to face" teaching
exemption and the popular but non existent "educational use" excuse. Also I
think there is a lot of confusion between educational tapes which often come
with PPR rights and standard feature films which rarely do.
