Penn State charges the actual cost of replacement, or what we paid for it
if it is no longer in print. Anything more than 30 days overdue is
considered lost/stolen and an invoice is generated and sent to the customer
(this is after about 5 late notices and a final "nasty-gram" indicating
that they will be charged for it's replacement if it is not returned.
We currently have a proposal in to our comptroller's office for approval to
begin charging a $35 processing fee in addition to the replacement cost and
a $5/per day late charge (which is waived if an invoice is gerenated).
