RE: AV fines

We circulate videos to students (undergraduates), faculty and staff (a user
population of approximately 1000). We charge overdue fines only for items that
are on reserve --no overdue fines for regular circulating videos (or any other
regular circulating materials -- we do charge overdue fines to 'guest'
borrowers--local people with no connection to the College--but we don't loan
them videos). We charge replacement and processing fees for lost items. We're
primarily concerned with getting things back, not with making delinquent
students pay a price. This seems to work for us.
