multi-region dvd players

I have read that the MPA considers region-free DVD players to be in
violation of the DVD Copy Control Association's Content Scrambling System
License and are therefore non-compliant DVD players. Also that the MPA,
along with other DVD technology licensors, have threatened legal measures
with manufacturers who manufacture and distribute non-compliant DVD
players containing CSS-licensed technology. (My source is an e-mail from
Brad Hunt, Chief Technology Officer, Motion Picture Association). Does
this mean it is illegal for educational institutions to purchase
multi-region dvd players?
