I have found Satellite ORBIT to be a helpful guide.
Of course the PBS-ALSS guide comes from PBS...or you can get the schedule
on the website.
The PBS people can tell you what kind of decoder is necessary.

Hello All,

Our library has been allocated funds to subscribe to a satellite
programming guide, and I have been assigned the task of choosing one. I
would appreciate a few suggestions since I know nothing about them.

We will also be purchasing digital decoders that will enable us to receive
paid programming on PBS. Any suggestions on vendors or particular pieces of
hardware?
