One good source worth checking out is <www.footage.net>, which searches many archival footage sources, footage houses (vendors), commercial (news) footage, etc. A quick search for "savannah nuclear plant" gave 118 hits in 9 different databases, including NBC, ABC, CNN, Archive Films. You'd probably want to try different keywords too. Obviously, some of this footage will have sound, some won't. The bulk will probably be more recent footage, say from the mid-80's to present.
Hope this helps.
