I believe the title of the movie
you are looking for is
THE DEAD OF NIGHT (Great Britain, 1945, 103 min),
an Ealing omnibus of ghost stories.
Directors are Basil Dearden, Alberto Cavalcanti,
Robert Hamer, Charles Crichton; Screen play
by John Baines and Angus McPhail based on
stories by H. G. Wells, E. F. Benson, John Baines
and Angus McPhail. An omnibus of five ghost stories and
a linking story. one of the stories (the last one) in the film,
VENTRILOQUIST is about a deranged ventriloquist
at odd with his dummy.

We used to have 16mm copy of the film in the collection,
but now it's all gone.
You may be able to find it in video.
