At the moment, we circulate videos, etc., to students for 24 hours. Fines
are 10 center per minute but max out at $10.00. It doesn't work well --Too
high upfront, with no further penalty. I'm requesting a change to a penny
per minute with a higher max of at least $20.

If only we could fine on a sliding scale, reflecting how much trouble the
late video caused. Minimum fine for a video no one else wanted, maximum for
the one kept for 3 days while the entire class needed to watch it...
