I'm not sure if this will help or not. Patrick Williams at Rosary College,
(now Domincan University), used to teach a class in public libraries, in
which he taught the history of public libraries. I believe he mentioned
that whenever a new thing came along, public libraries added it to their
collections - so when films came along, public libraries had them. The same
with sound recordings, and so on. He wrote a book called "The American
Public Library and the Problem of Purpose" 1988, Greenwood, ISBN
0313255903. Amazon indicates that this is now out of print. As an aside,
my mom remembers the ancestors of the viewmaster being available for use in
the library in the 1930s.
