Video repair kits

I'm delurking to ask which repair kit would work best for us. We are a small (1100 titles, 2000 videos) library of health and safety videos which serves the citizens of Texas. Our videos are sent back and forth through the mail, so that we have more problems with broken cases than we do with damage to the magnetic tape inside.

Most of the repair kits I've seen are splicing kits. In the library catalogs (Brodart or Gaylord, can't remember which) I've seen a tool for changing a video's case, but there was no accompanying video to explain how to use it. That's a problem, since our staff members will have to train themselves.

Any recommendations out there?
