The Affiliated Libraries Administrative Group (TALAG) Meeting of October 5, 2005

CAPA, Peer Review and Affiliated Librarians

Members of CAPA were invited to our meeting to discuss the following topics:
            --our role as review initiators
            --the flow of Affiliated dossiers after CAPA review
            --CAPA’s role in advising on job descriptions and sending comments to search committees on the suitability of candidates for positions (in the Affiliated Library context)
 
CAPA Chair J. McKenzie went over the general review process for Affiliated Librarians. For confidentiality reasons the following discussion has been summarized. Cases go from the review initiator to a dean or other administrator or UCOP and then to the Academic Personnel Office and then to LHRD.  LHRD makes the cases available to CAPA.  CAPA reviews them, adds its letter and returns the files to LHRD.  Files then go to Tom Leonard for his letter, and then they are sent back they way they came.  The Vice-Provost has delegated responsibility to Tom Leonard to look at our cases and write a letter to the Vice-Provost on each of them.  The Vice-Provost then writes the final letter.  Further conversation indicated that as Affiliated Librarians we each have our own situations and problems depending on how human resources functions are handled in our units and on our particular funding lines.
 
Further discussion emphasized the importance of describing the differences in the jobs of Affiliated Librarians in our dossiers.  For instance, we are asked to describe our “service to the library.”  Can this be interpreted for us to mean “service to the unit”?  Or does service to the unit go under the category of service to the University?  CAPA noted that it is necessary to explain how our units and our jobs are different but we shouldn’t spend too much time in our dossiers doing this.  Brevity is good.
 
Other issues touched upon: 1) mentoring for Affiliated Librarians; 2) balance between technically-driven vs. content-driven jobs (this will be a long-term conversation about our profession in general); 3) the status of archivists in the Librarian series.  CAPA confirmed that when reviewing job descriptions they look for librarian responsibilities, MLS or equivalent, salary and factual mistakes.  When we prepare our Affiliated Library job descriptions, CAPA suggests that more of the Affiliated Library context be included.  CAPA was thanked for its frank and helpful comments and advice.
 

Discussion ensued among TALAG to further explore Tom Leonard's role in the review process of Affiliated Librarians. A suggestion was made that all Affiliated Librarians request a copy of their files before the final decision is made so that we can read T. Leonard’s letter and comment on it before the case is closed.  T. Leonard’s role in the process is unique and significant to us since he has an institutionalized role as an administrator, although Affiliated Librarians do not report to him. However, few of us ask to see his letter.


Announcements

Dan Krummes was congratulated for having been selected to receive the Distinguished Librarian Award.  It was also announced that Rita Evans had received the Professional Achievement Award from the SF/Bay Area Region of the Special Libraries Association.
 
Minutes from Sept. 7, 2005 meeting were approved.

PRES Follow-up

W. Lowell volunteered to be our liaison with the Preservation Department and to follow up with action items related to Barclay Ogden’s visit on Sept. 7.
 
New TALAG Chair

For the sake of continuity, it was decided that the term of Chair will be two years, but that for the last six months of the term there will be a co-Chair.  Subsequently, the co-Chair becomes Chair.  The Chair and co-Chair must be a head of an Affiliated Library.  At our next meeting we may choose a co-Chair.
 
Affiliated Staff Party

As a means of helping staff from all Affiliated Libraries get to know each other, a party will be planned on a Wednesday or Thursday in November or December, from 4:00 to 5:30 p.m.  All the units will both bring something in kind and contribute $50.00 each.  M. Levy will check on the availability of the Goldberg Room. As an icebreaker, teams of two staff persons will be given baby or child photos of an Affiliated head librarian and will try to discover who is in the photo.  W. Lowell volunteered to be in charge of entertainment.
 
We Still Need an Affiliated Librarian for the Committee on Diversity

Annual Meeting with Tom Leonard

Times suggested are: Nov. 14, 10-11 am or 1-2 pm; Nov. 21, 1-2 pm.  L. Vida will negotiate one of these time slots with T. Leonard’s office.
 
Affiliated Fall Assembly

Date will be set after the date for the LAUC-B Fall Assembly is set.

Subpoena/Warrant Procedures for Affiliateds

Information has been sent by Amy Kautzman to “allusers.”  Upon being asked, Amy suggested that ALs first notify their own departments or governing units first and then notify The Library.  Another suggestion from our group is to immediately notify Mike Smith (Asst. Chancellor-Legal Affairs) if you get a subpoena and immediately notify the Police Department if you get a warrant. 

Meeting with Charlotte Rubens of ILL

This may be a separate meeting with only those who are interested in ILL issues.
