  1. The shared resources environment of the UC libraries provides the unique opportunity to shift primary access to the electronic version of journals while ensuring long-term access to a print archive. Many other libraries across the country have had to cancel print in order to pay for electronic access, because they were unable to pay for both. At Berkeley, we have continued to pay for both. But the UC libraries have recognized the need to leverage our shrinking resources and to take advantage of the infrastructure we have spent years building, with our Regional Library Facilities, our shared catalog, and our sophisticated document delivery system. The UC libraries are establishing a shared print archive of journal titles for publishers included in electronic packages negotiated by the California Digital Library (CDL) and available to all UC users. The creation of such an archive extends the concept of resource sharing in the state.

  2. The UC Berkeley Library needs to reduce collections spending by an amount equivalent to the rate of inflation on serials, about 8.2%. This translates to a target of approximately $700,000 for the 2003/2004 fiscal year. If inflation funding is not made available from the campus or the state for 2004/2005, we face another budget reduction of at least an equal amount. Given the current budget situation in the state of California, and despite the strong support from our Chancellor, we do not expect to receive an increase in our collections funding in the near future. We hope that the base collections budget will continue to be protected and that it will not be subject to the cuts being imposed across other budgets on campus, including Library operations. But with an annual serials inflation rate of about 8.2%, no increase in funding translates into the need for cuts.
