Public Services Council Minutes, January 5, 2000

1. ANNOUNCEMENTS:

a. Ralph Moon stated that CDL and Library Systems Office are collaborating to
make it possible for Melvyl users to get Circ status of Berkeley items.
Programming has been completed, and it is technically ready to be released. He
also reported that all over the country some people have been hacking into
UNIX computers and controlling them. We believe we are secure because we
upgraded
security before the holidays.
b. Bette Anton will resign from PSC; she needs to devote time to being CAPA
Chair. A new Sciences rep will be appointed.
c. Jeanne Moje, a l/2 time staffer has been selected for the Teaching Library.
d. I. Stirling announced that within the next week two PSC subcommittees (on
Excellence and on Improving our Web pages) will begin meeting.

2. CDL's ARTICLE REQUEST: C. Rubens
CDL is now trying to move to providing twice-yearly updates, with a
projected January release to come up shortly. It will include an extension
of CDL Request to journal articles. Faculty, grads, and staff will be able
to request articles from the CDL-hosted databases -- but not, however, from
the PE file, from NEWS, or from the Z39.50 data bases (those with @ in
their names).

When book requests were initiated, a limit of 10 requests per day per user
prevailed. Now, however, 20 each for books and articles may be requested.
Articles that have available linked, online full-text versions will be
blocked, and people will be referred to these full text resources. However,
for those articles only available in ascii or locally provided internet
versions, users will be alerted that full text availability exists in these
formats. If the user requires information not available in the ascii
version (e.g. graphics) s/he will be advised to secure a print version.

One cannot request titles and volumes held locally, --unless the volumes
are missing or in circulation. If we own a book and it is in circulation or
missing, our patrons will be able to request from another UC. Note that
this capability is not yet available for UCB, but should be by the end of
January. Over the next year IBS will be working to be able to forward
electronic text to patrons if IBS received it in that format. In addition,
non-book materials that the CDL can determine circulate will also circulate
via Request.
** Note that there is a problem with Berkeley patrons who request articles
owned by Berkeley which are stored at NRLF, and a joint Berkeley - NRLF
team has been established to address these issues.
C. Rubens will be sending out a summary of these changes to allusers.

3. SYSTEMS PROJECT LIST B. Hurley
Bernie distributed LSO projects by status and category, as well as Planned,
Investigating and Proposed LSO Projects. He requests that PSC examine these
documents and consider how best to solicit additional projects for
consideration, including ideas which may be forwarded by other councils. He
requests that PSC assist in setting priorities for these projects, which
will then be taken to Cabinet. He noted that a significant portion of
Systems Office staffing is devoted to ongoing projects. When queried
regarding criteria for adding items to these project lists, Hurley stated
that all one needs to do is to send a project request to him or to Ralph Moon,
and it will be added as a "Proposed" project.

4. COMPUTER USE GUIDELINES I. Abalos
The discussion focused on Guidelines for Enforcement and on a draft memo to
Roundtable dated 21 December 1999, documents distributed by C. Lee. These
documents will be forwarded to I. Stirling, who will submit them to Roundtable
for consideration on January 27. C. Lee, I. Abalos, and E. Byrne who worked
on them, are requested to attend that meeting.
Miguel Labon of Library Security discussed his role and that of his unit in
terms of irregularities in computer use. He has gathered statistics based on
incident reports submitted to his unit, and has found that the standard
Incident Report suffices in terms of compiling data regarding problems in
computer
use. Units normally have paper copies of this report at hand at public service
points, and staff can also access the reports at

Staff members are urged to call the police immediately if they encounter
instances involving child pornography and computer use because such use is
clearly illegal.

5. MELVYL RFP UPDATE/COMMITTEE REP FROM PSC B. Hurley
The following are members of the CDL RFP Review Team, which will
investigate replacing Melvyl and the CDL Hosted databases with a commercial
system.

C. Lee will forward draft preface to PSC with deadline for comment.

7. OTHER BUSINESS
M. Mentges asked PSC to discuss the issue of e-mail on public service
terminals.
The issue of whether to eliminate web-based e-mail has been postponed for
later, separate discussion. Mark added that one use of e-mail on the public
PC's is for
mailing citations from CD-ROM databases, particularly from Dissertation
Abstracts.
