Library Mail Services

Library Mail Service provides incoming/outgoing mail services for Doe Library, Moffitt Library, 18 specialty libraries and two affiliate libraries. Library Mail Service receives approximately three million pieces of mail and dispatches approximately two and a half million pieces of mail annually. Materials handled by the Library Mail Service include letters, packages, books and other items. All incoming U.S. Postal Service mail for the Library, domestic and foreign, arrives via the Sectional Center Facility (SCF) in Oakland. The mail is then sorted into tubs marked for the UCB Library and delivered to the Berkeley Post Office, where it is then delivered to the Library Mail Service. Library Mail Service hours of operation are 8:00 a.m. to 5:00 p.m., Monday through Friday. The unit is closed on University-approved holidays.

The Library Mail Service's equipment, supplies and facilities are provided exclusively for official University use only; use by non-University organizations/units must have prior authorization by the Chancellor or his/her designee. Use of organizations or individuals for political, secretarial, commercial or other special purposes shall be prohibited, except as provided for by existing campus regulations.

The goals of the Library Mail Service is to provide Library departments and personnel with systematic, efficient, and timely processing of official University mail. This includes selection of mail services and vendors which provide the most cost-effective measures of mail delivery, the most expedient processing/delivery of incoming mail, and the ability to follow- up, e.g., trace, outgoing mail, if necessary.

Intralibrary mail procedures

Intralibrary mail is mail that moves between Library units. Such mail may consist of books and interoffice correspondence. Manila interoffice envelopes should be used for Library and Campus departmental mail only.

Addressing

When using inter-office envelopes to address mail being sent from one unit/branch to another, the department or individual name and room number should be included in the address. Improper addressing of mail will cause missorting and delivery delay. Abbreviations of departments are acceptable when accompanied by a room number, and abbreviations of individuals are acceptable when accompanied by a department and room number. All mail being sent to a branch library must have the branch name, not just the branch room number of that particular building.

Routing slips

The Library routing slip offers a more efficient means for routing mail between Library departments. The proper way to use the routing slips is to complete the slip correctly by including all pertinent delivery/routing information as indicated on the slip.

Branch Mail

Library Mail Service is provided to the 18 branch libraries, two affiliate libraries (Giannini Foundation and Law Library), and one departmental library (Philosophy Library). Branch route deliveries are from 8:30 a.m. to 12:00 noon, Monday through Friday. Mail being sent to any branch library must be in the Library Mail Service by 8:15 a.m. for delivery the same day. Special pick ups can be arranged through the Library Mail Service Supervisor when items exceed the regular mail volume. Please notify the Library Mail Service so that special delivery arrangements can be made whenever branch libraries are going to be closed during regular delivery hours.

Main & Library Annex Mail

Mail for Doe and the Library Annex units is delivered and picked up once a day at 3:00 p.m., Monday through Friday. All outgoing mail should be separated into three categories, Library, Campus, and U.S. Postal Service, to insure proper sorting and processing.

Intercampus mail

Intercampus mail service is provided to other UC Berkeley campus departments and to other UC campuses. All mail being received by a dormitory or a fraternity/sorority must be sent via the U.S. Postal Service.

Campus mailing division

Delivery and pick-up

The Campus Mailing division provides delivery and pick up service to the Library twice a day, Monday through Friday between 9-9:30 a.m. and 2-2:30 p.m. The Mailing Division requires that all mail be properly addressed by individual or campus department, room number, building, and +4 mail code (if using color-coded, canary yellow envelopes). The Mailing Division will only handle interoffice letter envelopes/post cards and campus informational and advertisement items on its regular mail routes.

Special

For all large items being sent to any campus department (such as books, maps, and boxes), the Mailing Division requires that special pick-up arrangements be made by the Library Mail Service. A service fee is charged to the Library for all material delivered to campus departments.

Fastmail

Fastmail service is provided by the Campus Mailing Division, and is for urgent material going to the four major campus departments: Payroll, Accounting, Personnel, and Campus Copy Service. This mail is sent in special, color-coded pouches, and is separated from the regular mail with guaranteed next morning delivery. The pouch is returned by the recipient department to the sending department via campus mail. This service is used primarily by the Library Business Office and Library Human Resources Department.

Zip + 4

The Zip + 4 mail code system was introduced by the Campus Mailing Division as a way to sort mail faster and more accurately through machine processing. The new campus mail envelopes were designed specifically for machine processing when sending mail from one campus department to another. Therefore, using the +4 mail codes listed in the Campus Directory assures accurate sorting of campus mail.

Jitney service

Jitney service for incoming and outgoing mail is provided through the Library Mail Service to the UC Davis and UC Santa Cruz campuses. All mail for the UC Davis campus leaves at 10:00 a.m. Mail for the UC Santa Cruz campus leaves at 3:45 p.m. Mail service for UC San Francisco and UC Los Angeles is provided through the Campus Mailing Division. Federal Express

Priority and Standard Overnight

Federal Express Priority Overnight Service guarantees next day, door-to-door delivery by 10:30 a.m. to all major cities in 50 states, and to all other cities by 12 noon. Standard Overnight Service guarantees next day delivery by 12 noon. Federal Express does not deliver to Post Office boxes addresses. Federal Express gives discounted rates to all University of California campuses. The rates for Priority and Standard Overnight Service are listed below:

Federal Express provides two day economy service with guaranteed delivery by the second business day afternoon by 4:30 p.m. in 50 states.

International Priority

Federal Express International Priority Service provides door-to-door service to more than 175 countries within two to four days, depending upon the country and city. Federal Express also provides Post Office box deliveries to international addresses. Federal Express International rates are listed in the tables following the text.

Note: Federal Express does not provide economy rates for international shipments.

Inquiries

All tracing of Federal Express items that are lost or delayed is available through the Library Mail Service on the Powership 2 tracking system on the spot, for next day and second day domestic and international shipments.

Insurance

Federal Express provides free insurance liability on all domestic and international shipments up to $100. A $.40 fee is charged on items insured for more than $100 or a fraction thereof. The maximum amount of insurance Federal Express provides is $25,000.

Delivery and pick-up

Federal Express does not have a scheduled delivery and pick up to and from the Library Mail Service on a daily basis. All items are delivered or picked up by contacting Federal Express on an as needed basis. However, Federal Express does provide scheduled delivery and pick up times, depending upon the city and area.

Mail for the President's Office can be sent through Campus Mail or the U.S. Postal Service, however, if it is urgent the suggested choice would be the U.S. Postal Service.

Does the Library Mail Service provide mailing labels for items to be mailed?

No. Mailing labels can be obtained through Library Supplies for departmental use. The Library Mail Service does not supply individual staff or departments with labels.

What is the latest time that a next day letter or letter package can be sent out?

Any next day letter or letter package (which is 2 lbs. or less) must be in the Library Mail Service between the hours of 8 a.m. - 4:15 p.m. to be processed and put into the UPS or Federal Express drop boxes located outside the front entrance of Moffitt Library for 4:45 p.m. pickup. Anyhting larger than the mentioned items, must be in the Library Mail Service by: 11:30 a.m. for UPS pick up by 12:30 p.m., and 2:30 p.m. for Federal Express pick up by 3:00 p.m.

What are the largest dimensions to mail an item at the post card rate?

The size limits for post cards are 4¼ inches high, 6 inches long, or 0.00095 inches thick.

How long does it take a UPS ground package to get to the East coast?

It takes from 5-7 days for a ground package to reach any east coast city or state.

Does Campus Mail Services have a jitney service to UCLA or any other southern campuses?

Campus Mail Services has what is called a UCLA packet which is a pouch service, two times per week, and you must call them at 3-MAIL to find out the scheduled times. Mail to all other UC campuses must go through the U.S. Postal Service.

What is the earliest delivery time for a next day letter or package through UPS, Federal Express, or the U.S. Postal Service?

The delivery committment to a large metropolitan area by UPS and Federal Express is by 10:30 a.m. and through the U.S. Postal Services is by 12 noon.

What time must an item be brought to the Library Mail Service to be delivered to a branch location the next day?

The branch route deliveries are divided into 2 sections: For mail being delivered to libraries that are located on the northeast side of Doe/Moffitt (eg.:ENVI, BUSI, ANTH), items must be received between 8-8:30 a.m. For mail being delivered to libraries that are located on the southeast side of Doe/Moffitt (e.g.: ED-P, PUBL, BIOS), items must be received by 10:30 a.m.
