Circulation Services Group Meeting Minutes 2/15/00

I. Introductions - Since the group hasn't met for a while, present Circ
Services Group members introduced themselves to new members.

II. Announcements -

1. Circulation Services Group needs to elect a new chair for the next
2-year term. Rick encouraged interested group members to contact him. It
has been suggested that the switchover take place in July. (Love).

2. Albert Garcia was introduced as Doe/Main's new Evening and Weekend
Circulation Supervisor. He can be reached at 2-3829 (Soriano).

3. Update on the work done in PSC's Excellence in Public Service
subcommittee: discussion of definitions for excellence, groupings of
components of public service into workable categories in order to develop
standards and performance measures (Love).

4. Update on some issues PSC has addressed: formation of two subcommittees
"Improving the Library Web" and "Excellence in Public Services," Computer
Use Policy, E-Mail Notification, System's Priority List (Soriano).

5. Charis BazTakaro is the new GLADIS Operations Head. Issues like GLADIS
authorizations, problems with circulation notices, unit reports or record
loading problems should be reported to either Charis or Sheila Williams
(Bertrang).

III. Systems Office Report -
Penny reports on the many projects Systems has attended to in the passed year:

1. A large variety of Y2K related changes.

2. A new Welcome Screen was created on GLADIS for NRLF patrons using
predominantly Melvyl to access UCB and non-UCB records.

3. Affiliate Libraries: A notice program was modified to account for
affiliate libraries coming up on autocirc and to address resulting billing
issues. Units should refer all billing problems to the owning affiliate
unit.

4. Location changes: OPTO and HEALS have been merged as far as autocirc is
concerned; GRDS and MAIN have been separated; MAPS has been changed to
EART.

5. Several changes to support EAST and CCSL autocirc functions.

6. Changes to allow NRLF to res-on and -off by NRLF barcode. 

7. Changes to allow records with NRLF barcode numbers on a downloaded
paging snag list to sort after non-NRLF records and be printed separately.

8. UCB/SUL PIR: changes to accommodate Berkeley and Stanford faculty and
grad students to directly request material from each other's libraries.

9. Implemented the due date of 99/99/99 (internal due year=9999, month=99,
day=99) for patrons with "U" (=unlimited privileges). This means that
items charged to the following 5 institutional patron ids will never come
up for review:

      WITHDRAWN, WD-MOFF, SOILSDEPT, HERBARIUM, MARKTWAIN.

10. Changed BRIEF screen in GLADIS GOPAC to access circ stats from the
current fiscal year.

Penny also mentioned that the system allows to charge out any
non-circulating NRLF item at any unit without supervisory logon. For other
non-owning items only the supervisory logon allows this charge. The system
records the charging location as part of the charge and will honor the
circ code of the owning unit. She noted that patron records for all
students not currently registered expired on 2/14/00. Since MAIN is the
only unit able to "unexpire,"  refer problems to the Service Desk.

The question was raised whether or not a Manual Block can be overridden
with circ super logon.

Action: Penny will clarify this issue.

IV. CUBS Blocks -

Penny explained that bills for unpaid CARS overdue material will
eventually be sent to CUBS (the university's in-house collection agency).
There is no automated communication between GLADIS and CUBS. Once a bill
has moved to CUBS, units should advise their patrons to contact CUBS and
investigate the matter themselves. However, the library unit needs to
inform CUBS when an item has been returned. Only the Service Desk can
unblock a patron record. Peter suggested that units inform their patrons
that proof of payment is necessary for the Service Desk to initiate the
unblock.

Action: Penny will send a new list of CUBS contacts to the circsupe e-mail
reflector.

V. E-Mail Notification -

Peter reported that the task force has met three times. Research reveals
that some of the other UC campuses have e-mail notification already in
place for about 5 years. The group proposes to send e-mail notification
for Overdue/Inventory notices for long term loans, Recall and Pickup
notices. Search notices, Claims Returned and Bill Warnings should continue
to be sent as postcards. In order to reach as many patrons as possible and
to guarantee easy access and updating of e-mail addresses, the group
explored several approaches to educate patrons about this new e-mail
notification service:
 
- Set up a web form allowing patrons to update e-mail addresses and link
this form to Pathfinder.
- Allow patrons to use GLADIS for updating.
- Provide training for staff to inform and assist patrons and to update
patron records in GLADIS.
- Send GLADIS generated postcard notices to all current non-expired patrons. 

Task force members discussed different methods to make patrons aware of
the service and encourage response, i.e. advertising. A circulation
services group member raised the issue if there was a possibility for the
patrons to reply to the e-mail notification. Discussion followed whether
or not to allow patrons to reply or to block this option, but the issue
remained unresolved.

VI. Barcode Readers -

Peter informed the group that the new Intermec laser barcode readers used
on WYSE terminals process the barcode information much slower than other
scanners. This creates the following problem: If a patron wants to charge
out more than one item and the second barcode is scanned before the first
charge is completed, the scanner picks up only a few numbers of the first
barcode. The scanner interprets this short number as an NRLF number and
the charge is completed as a charge for an NRLF item. The volume that the
patron intends to check out remains uncharged. The NRLF receives several
phone calls per week from patrons saying that they have no knowledge of a
certain NRLF item listed in their inventory or on the overdue notice.
NRLF's shelf checks reveal that the volume is on the shelf and are then
discharged. Kathy McClelland at Systems is investigating the possibility
of a different cable that is supposed to speed up the reading/scrolling
process. [Systems staff has tested this cable with positive results.]
Circulation attendants ought to be extra careful during the charging
process.

Next Meeting: Tuesday, March 21st. Rick will invite Pat Iannuzzi and Isabel
Stirling to attend.
