MINUTES Circulation Services Group Meeting December 18, 2000

Action Items:

· Brian will transcribe the notes taken during the discussion about Reference
Borrower Cards.

1.  Announcements
· Peter handed out a revised copy of the Circulation Services Roster.
· Jutta announced that the NRLF web delivery would not be operational until March
2001.

2.  Minutes of the last meeting were approved.

3.  Reference Borrower Cards 
The group continued the discussion about reference card use (library cards issued
to non-UC users without cost). While the last meeting's discussion concentrated
on how circ staff at the various circulation points experience and deal with
reference card use, the purpose of this meeting was to determine if circ staff
see a need for improvement of the current procedures and/or policies. To allow
for a more in depth discussion, the group broke up into smaller units to explore
whether or not current practices are adequate or if improvements are needed. Then
discussion units reported back to the group at large. Brian volunteered to
transcribe the notes from post-its and the flip chart to reflect a detailed
account of both individual ideas and the results from the group discussion.

Summary of short statements people wrote on post-its and the discussion that followed:

WHAT WORKS WELL
	
	Statements:
1) The Patron's Record is in the Data base
-allowing us to avoid manual checkouts for in-house items. 
-allowing us to find patrons' records easily because their information is in GLADIS.
-allowing us to fine the patron when necessary.
2) The Reference cards allow repeat non-UCB patrons to use the Doe-Moffitt
complex without having to sign in every time.
3) Reference Cards can be used for NRLF requests, and make requesting NRLF
material easier.
4) Clear policy at NRLF: no checkout for reference card users.
5) Allowing Reference patrons to take books out eases copy costs.
6) Giving reference patrons SAME DAY loans.
7) Informing patrons that their books are due that day by closing and that the
patron needs to ask the library employee to discharge the book immediately.
8) Programming alerts units to manually bill a Reference borrower when they do
not return their materials by the end of the day.
9) The lack of a library wide policy works well because [specialized libraries]
would probably need an exception if there were a library wide policy.
10) Nothing works well in the Branches.

WHAT NEEDS IMPROVEMENT

Statements:
1) Reference Card patrons do not seem to know what their privileges really are.
2) Inconsistent policies add to patron confusion.
3) Reference cards allow 2-Hour items to be checked out till the end of the day.
4) Because of infrequent use and patron confusion, training SLE's to handle this
particular issue is difficult.
5) No automatic billing.
6) Monthly circ stats for Reference borrowers are reported with 2-hour loan statistics.

Discussion:
1) The Gladis display.  Many comments revolve around the creation of a more
obvious charge display in Gladis in order to alert SLE's and to minimize
confusion. The most favored suggestions for a better wording in the Gladis v/c
were: "Due at Closing" and "Due in 2 Hours."
2) Reference card appearance.  For the same reasons that the wording in the
Gladis v/c is confusing, many comments point to the similarity of the Reference
cards to that of the Blue+White library cards.

4. The LSO Report
Penny reported that the only programming changes dealing directly with
circulation issues were those necessary to accommodate the new faculty and staff
photo I.D. cards. LSO staff is now loading records for most Emeritus faculty from
payroll. In these cases, Emeritus faculty will no longer have ending dates.

EAL's smart barcode program was finished. ~40,000 barcodes (v/c's) were added to
Gladis.

Penny handed out instructions for putting items on reserve for NRLF items that
belong to another unit and have only an NRLF barcode in the v/c. The instructions
can also be found in the Circulation Manual on the Library website at the

There will be no meeting in January due to the beginning of the Spring Semester
being a busy time.  The next meeting will be February 20, 2001 [now rescheduled
to February 27, 2001].
