1. Introduction:
     
L. Mansur invited J. Fong and B. Glendenning so that they could address
some of the public service issues and impacts of billing on CARS.  (J.
Fong and B. Glendenning have had extensive experience with the
implementation of autoblock and LSPP)
     
     
2. Library Systems Office report:
     
Rick Beaubien gave a monthly LSO Report since Penny was unable to attend
this meeting. 
     
 A. Support for the new SET BILL command in the online catalog, and support
for users keying and modifying the *m (bill replacement amount) in V/Cs in
maintenance was completed on 12/7/95. 
     
 B. "Shelved in Main Stack" note was added to the display for the UNDE F-L
call number range shelved in Main Stacks.  Also, the GSSI "For more
information" note was removed on 12/8/95. 
     
 C. Programming for new versions of CHARGE, RENEW, RECALL, and DISCHARGE
during the holiday closure was completed on 12/13/95. 
     
 D. New modules: BILL, FINE, & BIND commands were put into place in GLADIS
on 1/11/96.  Users can now test these commands, without actually billing
someone.  In addition, LSO implemented new file structures which will be
needed when CARS programming takes affect on March 1st. 
     
 E. BILL WARNING notices will start going out to patrons on February 5th. 
     
 F. New version of INVENTORY with a notice history for billed items and
new commands will begin on February 12th. 
     
 G. BILLING ON CARS starts on MARCH 1st. 
     
3. CARS information:
     
 A. R. Love passed around the statistics for the total number of
circulation records that would have gone to CARS in January if CARS were
in place at that time.  Also, Rick announced that the next Circulation
Services Group meeting will be devoted to CARS. 
     
 B.  L. Mansur announced that all CARS related training, demonstrations
and discussions will take place in 105 Doe.  There will be a special
training session for Technical Services staff as well as demonstrations
for units that are still using manual charges e.g., East Asian Library and
Periodicals & Newspaper/Microform. 
     
 C. Joe Catalano will be on call for units that are having 
problems with CARS implementation.
     
 D. A letter to faculty, which will explain the changes in the 
Library's Faculty Billing Policy and the arrival of CARS billing, 
will be sent out on February 1st.
     
     
4. CARS demonstration:
     
     Lorelie announced the test version of the BILL, FINE and BIND module
     is now available to everyone with an autocirc logon.  Once the working 
     version of the module is installed, approximately March 1, BILL/FINE 
     privlieges will be required to use it.  This authorization can be 
     added to any exisiting autocirc or Circulation Maintenance logon.  
     Authorization requests should be e-mailed to Rick Love with your unit 
     head's approval attached.
     
 a) to bill for replacement type BILL followed by the patron ID number. 
(In order to be billed the patron needs to have a record in the patron
file.  If the patron does not have a record contact the Service Desk). 
Note: Default for the bill command is $100. 
     
 b) to fine type FINE followed by the patron ID number.  Note: 
Default for the fine command is $20.
     
 c) to charge for binding costs type BIND followed by the patron ID 
number.  Note: Default for the bind command is $25.
     
 d) SET BILL command will allow units to choose any dollar amount if 
the unit does not want to use the default amount.  (SET BILL in the 
Autocirc works just like SET CIRC command)
     
 e) DCF (DISCHARGE FREE) command can be used during discharging 
backlogs.

Documentation" prepared by Julie Trujillo and, "CARS: what happens
when?" prepared by Lorelie.  Also, please refer to "CARS -
autocirculation vocabulary useful for answering patron's questions"  for
additional information on CARS billing.  (All of these handouts were
distributed at this meeting)
     
     
5.  Library amnesty will take place from February 12-26.  During this
period all items will be discharged free i.e., units will cancel all
charges for billed materials returned during this period.  Posters and
bookmarks will be available at Main Circulation. 
     
     
The next Circulation Services meeting will be held on February 20, 
10:30-12PM in 105 Doe.
