1. Announcements
Brochures for the "Centennial Campaign for the Renewal of The Bancroft
Library" were distributed. Additional brochures are available from the
Library Development Office or Bancroft Library.
Mike Rancer commended Miguel Labon and Fernando Brito for their quick
thinking and fast action in constructing a temporary berm to divert the
flow of water away from the Moffitt loading dock during Wednesday's heavy
rains. A campus crew also installed a sump pump on the dock. These remedies
prevented flooding of the library mail room, machine room, and Media
Resources Center on the lower level of Moffitt Library. Miguel will show
campus workers where to construct a permanent berm to prevent future floods
in that area.
2. Review of morning's Roundtable meeting (T.Leonard)
The Roundtable group heard a presentation on "The Affiliated Libraries/The
Library Task Force Report" and ways to maximize the benefits of the
relationship. Roundtable also discussed the February 23 Early Bird program
on procedural details of the layoff process. It was noted that recent
budget cuts put the Library back in a situation similar to the days before
the Blue Ribbon Committee. The Library is preparing to make significant
cuts in the next 3-6 months, and implementing layoffs is the last option
among many ideas that are being explored fully by library and campus
administrators. The Executive Vice Chancellors are expected to meet on
February 27 and consider separation incentive ideas that have been put
forward. Library administration will continue to communicate with staff as
new information is received affecting the library's budget situation and
measures to mitigate the impact of the budget cuts.
3. Library Policy on Electronic Information (B.Hurley)
Last year in response to the USA PATRIOT Act, campus formed a steering
committee and two working groups to look at issues of compliance and
disclosure of records. In December 2003, Amy Kautzman and Ralph Moon
presented to Cabinet the proposed "Library Policy on the Collection, Use,
and Disclosure of Electronic Information". The Library Policy specifies the
conditions under which personal information may be accessed and disclosed
and pertains to electronic information not covered by the "UC Electronic
Communication Policy". At that time, Cabinet requested that the policy be
edited to clarify and differentiate between the concepts of "business use"
and "personal information". The policy draft dated February 12, 2004, makes
those distinctions and was presented to Cabinet by Bernie Hurley. Cabinet
accepted the revised policy and thanked Amy and Ralph for their fine work
in preparing this document.
It was noted that the policy relating to electronic information may have
broader application to many forms of information collected within the
Library. In January 2004, Associate Chancellor John Cummins was designated
to serve as Campus Information Practices Act Coordinator and will assume
responsibility for the campus Records Management Program. The Library will
monitor future campus directives regarding records management for
compliance with emerging University policies and standards.
The meeting was adjourned at 2:00 p.m.
