1. Announcements
Dave Duer reported that the Class of 1958 donated a life-size bronze
sculpture of Mark Twain sitting on a bench. The sculpture will reside
temporarily in the hallway near the Brown Gallery in the Doe Library until
after the Doe Annex/Bancroft renovation project has been completed, at
which time it will be installed permanently outside Bancroft Library. The
Class of 1958 is conducting its campaign to create an endowment of at least
$580,000 for the benefit of the Mark Twain Project & Papers to celebrate
their 50th class reunion in 2008.
Patricia Iannuzzi reported the following:
-The Collections Council decided on cuts of $600,000 to the collections
budget for the next fiscal year.
-An Exchange Rate Working Group has been charged to determine the impact of
fluctuating exchange rates on purchasing power.
-Patty will attend the Subject Councils to discuss CDL's strategy for the
negotiations with Elsevier this fall.
-Library liaisons will be invited to attend a workshop on September 30,
regarding the crisis in journal pricing and options for scholarly publishing.
-Margaret Phillips and Gail Ford will update the Collections website to
include a FAQ section about scholarly publishing and to provide data that
will help library liaisons respond to faculty inquiries about journal
pricing in their discipline.
The Western Association of Schools and Colleges (WASC) will be on campus on
October 15-16, as part of the accreditation process. The Library will be
represented in meetings with the WASC team. For more detailed information
on the process see the accreditation website at:

2. Pathfinder Review Committee (B.Hurley)
On August 20, Bernie Hurley issued a call for self-nominations to the
Pathfinder Review Committee. The group will be charged "to make
recommendations on the possibility of discontinuing the use of Pathfinder
and using the new Melvyl system in its place." Cabinet approved the
following membership roster:
Aija Kanbergs
James Eason
Susan Koskinen
Janet Garey
Marjorie Irao
Cris Campbell
The Pathfinder review committee will also request position papers from
select subject specialties.
3. Travel & Entertainment Expense (T.Leonard, M.Rancer)
Tom Leonard reported that deans were urged at a recent Council of Deans
meeting to be mindful during this period of budgetary constraints to ensure
that their departments are in compliance with campus travel and
entertainment guidelines. No new directives were issued. Mike Rancer
presented Cabinet with a brief overview of the current campus guidelines
for Travel & Entertainment. Detailed policies for Approvals, Maximum Rates,
Types of Occasions and Expenses, Sources of Funding, and Exceptional
Entertainment can be found at:
http://travel.berkeley.edu/
Mike noted that no one can approve his/her own travel expenses and that no
per diem is allowed for domestic travel, instead receipts are required for
itemized expenses. It was noted that Bancroft Library is likely to incur
extraordinary travel and entertainment expense related to fund-raising
activities for the Bancroft Library Centennial Renewal Campaign.
3. Signature Authority (M.Rancer)
Mike Rancer noted that the campus has delegated authority to the Library
for the purchase of library materials only. Signature authority in almost
all other cases (e.g., contracts, grants, consultant agreements, licensing,
gifts, etc.) is delegated to central campus offices: Procurement, Business
Contracts Office, Real Estate Services Office, Office of Technology
Licensing, Sponsored Projects Office, and University Relations. He warned
that administrative officials are not authorized to execute contracts
without formal written delegation of authority. Library Business Services
will consult with campus regarding delegation of authority when appropriate.
4. How often should Cabinet meet? (T.Leonard)
It was moved and seconded that Cabinet meet twice monthly in the future.
Cabinet approved future meetings for the second and fourth Thursdays, to
coincide with Roundtable's monthly meeting schedule. Special Cabinet
sessions may be convened on other Thursdays, 1:30-3:00 as deemed
necessary. The next regular meeting will be September 25.
Meeting was adjourned early at 2:10 p.m. to view the Mark Twain sculpture.
