Tom Leonard gave updates on library building projects. Plans for the East
Asian Library are still on track. The Chancellor has given approval for the
Music Library ground breaking to proceed. Tom Leonard and Charles Faulhaber
will meet with The Chancellor on September 6, regarding the Doe
Annex/Bancroft Library project.
The California state budget passed by the legislature is not final until
signed by the governor. It is expected that the UC budget may be cut by 3%
and that permanent cuts of 10% will be made in all research funding. The 4%
calculated out of the operations budget in the "budget exercises" earlier
this year are likely to be taken as well. All permanent funding that has
been promised to departments is under review in California Hall, in
anticipation of further reductions since state agencies are expecting
mid-year cuts to their budgets. [See President Atkinson's subsequent

California Hall and the Office of the President continue to say that early
retirement incentives are NOT on the horizon for UC, because experienced
faculty and staff will be needed for the anticipated surge in UC enrollments.
Charles Faulhaber announced that on September 10, at 5:00 PM, The Bancroft
Library will host the opening reception for the "Bear in Mind" exhibit.
Cabinet was reminded to attend the development presentation by Jim Looney
from Grenzebach Glier & Associates on September 11.
The library's Admin group is preparing a working draft on "shared
collections" at UC for discussion among the ULs at their next conference
call on September 12.
Susan Wong reported that the unofficial word on the campus energy
curtailment during the winter holiday is that it will run from Saturday,
December 21 through Wednesday, January 1. The paid holidays are December
24, 25, 31 and January 1. In effect, this means that staff must use
vacation leave or compensatory time for December 23, 26, 27, and 30.
Normally, campus issues an official memo in October. As soon as the
official announcement is made by campus, Susan will inform all library
staff. [Note: On September 6, S.Wong issued an allusers email containing a
detailed statement regarding the winter holiday closure/energy curtailment
and leave policy.]
2. Strike Lessons Learned --Susan Wong
Susan Wong opened the Cabinet discussion of the 3-day strike period by
asking, "What can we do better?" Cabinet agreed that the continuation of
long-established policies on vacation leave and sick leave was wise during
this challenging period. How we provided help to short-handed units was
discussed. Aligning the different channels of communication (e-mails, web
sites, and face-to-face exchanges) proved more difficult than anticipated.
Cabinet discussed hardships on small units and equity concerns across all
Library operations. Several Cabinet members noted that while The Library
remained open, our statements to the press and to the Administration made
clear that we were not able to provide full services.
3. Review Reclass Requests --Lee Leighton, Susan Wong
Lee Leighton and Susan Wong reported that Admin reviewed and approved
11complete reclass packets submitted during the transitional phase while
the new reclassification guidelines were adopted by Cabinet. Cabinet
decided that these 11 requests will be grandfathered in under the old rules
and will go forward to the Reclassification Committee or the campus Human
Resources for consideration.
Under the new guidelines, changes in job duties must be approved by
Cabinet. There are an additional 24 proposals for reclassifications with no
prior approval. These will be processed under the new reclass guidelines.
Supervisors are not authorized to make changes in job duties that will
trigger a reclass, without the express consent of Cabinet.
On July 16, the Reclass Task Force presented an Early Bird on the new
reclass guidelines. The local supplemental standards to the university job
specifications have been reviewed by many library groups, including
Roundtable. Further comments on the local supplemental standards will be
solicited before forwarding them to campus for final approval. Kathryn
