Tom Leonard reported on various library building projects.
--Dean Hexter has expressed confidence that the Music Library building will
proceed in September.
--Peter Zhou attended the East Asian Library and Studies Center (EALSC)
planning committee meeting. Tom circulated the latest conceptual drawings
of the EALSC and anticipated timeline for the project. EALSC construction
is expected to take two years (May 2004-April 2006) with an estimated
occupancy date of July 2006.
--The Doe Annex/Bancroft Library development campaign is moving rapidly
and a meeting is scheduled on September 6 with The Chancellor. On
September 11, development consultant Jim Looney will present the results
of his campaign planning study to Tom Leonard, Charles Faulhaber and Dave
Duer, after which he will give reports to the Library Advisory Board,
Friends of The Bancroft Library and Cabinet.
Tom Leonard, Charles Faulhaber and Mike Rancer met with Beth Burnside, the
Vice Chancellor for Research, regarding the Emma Goldman Papers Project
(EGPP). Although the Library has not committed any space or funding for the
project, Charles Faulhaber has agreed to serve as the project's Principal
Investigator, with the provision that the EGPP must hire its own accounting
staff. Campus commitment to this project will end June 2003, at which time
the EGPP must raise external funds to support the project.
Susan Wong submitted the ARL salary survey response for the UC Berkeley
Library.
It is anticipated that the campus will close again this year for the Winter
Holiday. Susan Wong will confirm the actual dates with campus Human
Resources Department and send an announcement to library staff.
2. CUE Strike Report --S.Wong
Susan Wong reported to Cabinet on the numbers of absences in the library
related to the CUE strike on August 26, 27 and 28.
Average number of CUE employees absent without approval over three days: 108
Average number of other employees absent without approval over three days: 10
Average percentage of CUE on strike as percentage of total library CUE over
three days: 62.2%
Patterns of absences will be assessed when the August leave reports are
tallied. On September 5, Cabinet will discuss the lessons learning during
the strike.
3. Budget FY 2002-03 --M.Rancer
Mike Rancer distributed the current working draft of the Library's
operating budget. Sections were highlighted for new Chancellor's
Initiative Funds, technical services support from collections, and funding
for reclasses. Cabinet must determine how to coordinate the library
professional development and staff development funding allocations with the
new campus Career Development Opportunity Program (CDOP). Mike noted that
library salary savings diminished from 12% in 2002 and are not expected to
exceed 4% in 2003, 2004. It is unlikely that the library will be able to
sustain funding for new initiatives and one-time projects, as adjustments
must be made to future budget projections to avoid deficits.
4. Barriers to Effectiveness (from the COrE report) --T.Leonard
Tom Leonard reported that earlier this year Phyllis Hoffman and Katherine
Mitchell with the campus Center for Organizational Effectiveness (COrE)
conducted a survey of the units reporting to Executive Vice Chancellor and
Provost Gray. Survey results were discussed at the Deans and Chairs
retreat in August. Faculty retention and hiring surfaced as the key
concern. Other expressions of concern related to University Relations,
Capital Projects, and Business &Administrative Services. As a follow-up,
EVCP Gray is conducting a series of individual lunch meetings with the
deans. Tom Leonard's meeting is scheduled for November 1.
The meeting was adjourned at 2:30 PM for Cabinet's interview session with
AUL Collections candidate Jeffrey Garrett.
