Tom Leonard reported that, although no further decisions have been made,
talks are ongoing between the Library and the Emma Goldman Papers Project
and now the Vice Chancellor for Research has entered the discussions.
The Environmental Design Library is closed during the process of moving
from the 5th floor of Moffitt Library back to Wurster Hall and will reopen
in 210 Wurster Hall on August 1.
2. Career Development Opportunity Program (CDOP) Committee (Susan Wong)
EVCP Paul Gray's office called for nominations of staff to serve on the
Career Development Opportunity Program (CDOP) Committee. The primary
responsibility of committee members will be to review CDOP applications for
approval based on the program guidelines. This will be a campus-wide
committee of staff at all levels, and the Library was asked to nominate one
to three staff members to represent our unit. On July 11, Susan Wong
issued a call to library staff for self-nominations and presented the list
of self-nominees to Cabinet for selection.
Cabinet selected two staff members, Jewel Diles and Gail Ford, as the
Library's nominees. The EVCP's office will only be able to forward up to
ten nominations and not all will be selected to serve on the
committee. The CDOP Program Manager will form the committee of no more
than 20 persons, ensuring a representational mix of staff levels
campus-wide. Members will serve a one-year term from August 2002 to June 2003.

3. UC Faculty Committee on Non-Text Digital Objects (Bernie Hurley)
The Faculty Committee on Non-Text Digital Objects is requesting that the
Library create a portal (union catalog) for all Berkeley research
collections (i.e., library and museum). Bernie Hurley presented to Cabinet
a draft proposal for The ABC Portal, which would provide a general
interface to access materials in all participating Berkeley
collections. Creating such a union catalog is within the mission of the
Library, but the Library would not be responsible for creating the
technical processing systems. It is understood that participants' metadata
must conform to pre-defined standards, that such a portal would have to
coordinate with any systemwide portal, and other databases would fold into
this portal in the future. The Library could provide all the hardware and
the majority of software development and has identified marginal costs for
1.5 FTE staffing to sustain the commitment.
Cabinet supports the creation of the ABC Portal by the Library and will
forward the proposal.
4. Early Bird Follow-up and Reclass Budgeting (Lee Leighton)
At the Early Bird on July 16, Russ Giambelluca, AVC for Budget and Finance,
presented information on the campus salary decentralization and
reclassification policies. Tom Leonard spoke about the Reclass Task Force
report: http://www.lib.berkeley.edu/Admin/reclass_task_force.pdf and the
Classification Committee's revision of the Berkeley Supplemental Standards
for the Library Assistant Series. A total of 68 library staff members took
part in these committees and working groups. Elise Woods and Lee Leighton
discussed highlights of the Reclass Task Force report, including the plan
for a new Classification Committee. It was noted that Cabinet is
developing a set of principles for reclassifications within the Library,
and those will be circulated when finalized. In addition, another Early
Bird is planned for August to present information on the revised Berkeley
Supplemental Standards, which have already been presented in final draft
form to Roundtable for comment.
Cabinet discussed various comments made by library staff at Tuesday's Early
Bird and began discussing the principles for implementing the new
reclassification guidelines. Cabinet will work with Library Human Resources
Department to develop ongoing reclassification procedures, in addition to
a transitional plan. And, Cabinet will continue to consult and inform staff
as work continues on this important issue to ensure that the process is
open and fair.
5. Staff Recognition (Peter Hanff, Peter Zhou, Tom Leonard)
Bancroft Library requested permission to spend Bancroft discretionary funds
for a picnic for the Bancroft Technical Services staff, who have
experienced tremendous personal losses in their unit during the past seven
months. The East Asian Library proposed a summer picnic welcoming new
members to the EAL staff using EAL discretionary funds. And, Doe-Moffitt
has requested funding for a picnic/social event to both welcome new Moffitt
staff members and recognize their students who shifted Level C books in the
Gardner Stacks.
Cabinet considered these requests and decided to adjust current policy and
centrally fund staff recognition events throughout Doe-Moffitt and the
subject specialty libraries using the Library's discretionary
funds. Further, Cabinet decided that Bancroft and EAL will each fund staff
recognition events from their own discretionary funds. A limit of $10 per
person was placed on BARY/ROWL fund expenditures. Funds are not to be used
to purchase alcoholic beverages.
