1. Announcements

Susan Wong joined the Library on July 1, as head of Library Human Resources

Department. Tom Leonard welcomed Susan to Cabinet.

The AUL Collections Screening Committee has identified several promising
candidates and hopes to schedule interviews between August 22 and September

17. When arrangements have been finalized, an allusers message will be
issued along with pertinent application materials.

Tom Leonard reported on various library building projects including the
Music Library's many decision points and the East Asian Library plan which
is moving forward. As part of the new Reference Center (Doe second floor),
the flat screen computer installations and the ornamental work on the
reference desk in the refurbished Reference Hall are nearing
completion. Estimated opening date is late July. Plans are underway to
install a security gate on the second floor, south entry of Doe, in
anticipation of opening those doors to library patrons.

Elizabeth (Liz) Elliott and Debby Sommer were welcomed to Cabinet to
discuss the Library training needs assessment.

2. Training Needs Assessment (Liz Elliott, Debby Sommer)

In 2001, Cabinet approved Org Dev's proposal to conduct a training needs
assessment for the Library. Debby Sommer introduced Liz Elliott, the
training consultant who has been working since May on the Training Needs
Assessment, Phase I. Liz presented a status report of Phase I, the
environmental scan in which she reviewed existing documentation on library
training and performance standards and conducted 20 interviews throughout
the library to determine specific goals and expectations for training.

Ideas contained in the reports of the "Doe-Moffitt Working Group on
Training and Performance Standards for Technical Services" focused
on functional, on-the-job training. Staff development and career development
opportunities support self-selected training. Liz concluded that library
training needs are known and commitment exists throughout the organization
to implement training programs that will improve performance. Primary areas
of concern are developing leadership, collaboration, and service
orientation.

Her recommendation, therefore, is to refocus Phase II to integrate the
training needs assessment with the implementation of specific training
programs and the development of collaborative processes to sustain ongoing
learning. Next, Liz will work with Susan Wong to leverage best practices
and develop an implementation plan with emphasis on the collective needs
library-wide to improve performance. The new career development program

Susan agrees that expertise exists within the library and she's hopeful
that the training coordinator position will be filled within a few months.

3. Principles for Library Reclassifications (Lee Leighton)

On June 27, Cabinet accepted the Reclass Task Force92s report with the
understanding that Cabinet would develop a set of principles regarding
reclassifications for library staff.

Lee Leighton presented a draft list of principles related to: alignment of
positions with library priorities, equal and fair treatment, open and fair
procedures. Cabinet suggested revisions to the principles and the topic
will be continued at the next Cabinet meeting on July 17, after more is
learned about the campus perspective at the Early Bird on July 16. [Note:

On July 16, the Library presented an Early Bird for all library
staff. Russ Giambelluca, Assistant Vice Chancellor for Budget and Finance,
spoke on the campus policy decision to decentralize management of
reclass-related salary increases.]

4. UC Digital Library Forum (Bernie Hurley)

Bernie Hurley reported that SOPAG and the CDL are funding a UC Digital
Library Forum on August 5 at the LAX airport. Berkeley has been allotted 16
slots for attendance at this technical forum for those 9385who are
responsible for and interested in UC digital library development and who
could contribute to collaborative activities statewide8594 Bernie and
Ralph developed a short list and Bernie asked Cabinet to submit additional names
to fill Berkeley's quota.

5. Gladis Security (Bernie Hurley)

The Library Systems Office is tightening security on the Gladis accounts in
a number of ways. The Circulation Services group has recently implemented
changing the 93generic94 autocirc account passwords twice a year. This
will prevent accounts from being used after the staff/student has left Library
employment. Bernie presented the recommendation that all other Gladis
accounts now be changed on an annual basis. Cabinet gave provisional
approval unless it proves to be too cumbersome.

6. Whitney Davis, Chair of Art History (Tom Leonard)

Tom Leonard reported that Whitney Davis is the incoming chair of the
History of Art Department. Cabinet agreed that Tom should invite Professor
Davis to attend a future Cabinet meeting and make a short presentation.

7. C-Permits (Tom Leonard)

Conjecture was that, effective July 1, 2002, newly issued Central Campus
permits were restricted and in the future will be issued only to faculty
and to a few high level administrators. Tom Leonard obtained official word
from Nad Permaul, director of campus Parking & Transportation, that indeed
the policy seems to have been changed (but not announced) and new permits
will be issued only to: full associate or assistant professor; staff
member with 20 years of service; academic title at the associate professor
level or MSO4 or higher; staff member granted because of special
need. Criteria for proof of eligibility must be verifiable. No one who
currently holds a permit will lose privileges, but new purchases will be
limited and this change will impact librarian positions.
