ANNOUNCEMENTS

T.Leonard learned at the Council of Deans meeting that the Doe Library
generator was only one of several on campus that failed during the March
7th power outage. Campus has reviewed the causes of the power outage and
is conducting a review of our operational responses to the outage. In
addition, campus has formed an internal group to commission an external
review of the campus electrical power infrastructure.

T.Leonard reported that The Library will be part of a campus-wide budget
planning exercise to calculate a one-time budget reduction of 4 -5%.

The campus Strategic Planning Committee is conducting a series of forums to
obtain input from students, staff, and faculty regarding the draft
strategic plan for the Berkeley campus. The draft plan is on the web
at: http://spc.vcbf.berkeley.edu. Library staff are encouraged to send
comments to this web site and attend the Staff Forum on Monday, April 15,
12:00-1:00 pm, in Sibley Auditorium. [Note: T.Leonard sent email on April
4 to all library staff urging staff input.]

A G E N D A

1. Budget Process for Funding Creation of Digital Library Content (B.Hurley)

B.Hurley distributed copies of the draft document "Budget Process for
Funding the Creation of Library Digital Content", in which project
selection guidelines and priorities are set forth. Twice a year, Cabinet
will issue a call for project proposals to create digital library content
and rank the successful proposals that will be funded from the $200,000
allocation in the library's operations budget. The overall goal will be to
select digital library projects that both serve local needs and contribute
to the library community at-large. Cabinet approved the process for
implementation.

Next, Lynne Grigsby-Standfill will meet with the Subject Councils to answer
questions and explain details of the proposal process and the digital
content creation project requirements.

2. Dan Greenstein (CDL) Visit on July 10, 2002 (T.Leonard)

Dan Greenstein, former director of the Digital Library Federation (DLF),
has been appointed university librarian for the California Digital Library
(CDL). Dan is expected to assume his post with CDL mid-May and plans to
visit the UC Berkeley Library on July 10, at which time he will meet with
Berkeley's library administration. B.Hurley will take the lead in creating
an agenda for the July 10 visit.

3. Doe Annex Surge Report (B.Hurley)

B.Hurley reported on the progress of the Doe Annex Surge Committee. Last
July, UC Office of the President authorized funding for seismic enhancement
of the Doe Annex building. As part of this project, the surge committee
has been discussing how additional funds could be raised and used for
programmatic improvements. The Bancroft Library has plans for significant
improvements, including a plan for an underground expansion. However, it
is most likely that the seismic remodeling of Doe Annex will include
significant renovation (possibly $20 million) but that the Bancroft
underground addition will be completed as another phase of ongoing Bancroft
improvements.

To date, the surge committee has inventoried all the space in Doe Annex and
created a draft proposal for surge spaces to be occupied beginning Fall
2005. The campus office of Space Management & Capital Projects anticipates
that surge space will be available in the Hearst Field Annex (HFA) building
on campus, the SRB1 building to be constructed at the corner of Hearst and
Oxford, the Marchant building on San Pablo Avenue, and possibly in Evans
Hall on campus.

The Doe Annex Surge Committee will meet jointly with Bancroft Library's
management group (BMAG) to continue the discussion of surge options, and
the surge committee will continue to meet and plan with the appropriate
campus authorities.

4. Funding for Events Sponsored by The Library (T.Leonard)

Cabinet discussed funding of special events that are sponsored by The
Library. Last year, Cabinet approved $5000 to support the International
Association of Music Libraries (IAML) Conference that is being hosted on
the Berkeley campus in August, 2002, and $5000 in support of the Seminar on
the Acquisition of Latin American Library Materials (SALALM) that Berkeley
will co-host with Stanford in 2004. A request has been made for an
additional $5000 (bringing the total to $10,000) for SALALM.

Cabinet decided to maintain the maximum of $5000 in support for special
events sponsored by The Library, based upon prior funding decisions. In
formalizing this funding policy limit, Cabinet also decided that each
request for sponsoring events must be submitted to Cabinet for review and
approval, and that if discretionary funding is requested over and above the
$5000 limit from state funding, a supplemental request must be issued for
Cabinet's review and approval.
