ANNOUNCEMENTS

T.Leonard reported that an agreement is forthcoming for the Library to
regain use of the Moffitt classrooms in Summer 2002. Those classroom
spaces may be used for surge spaces or undergraduate services.

T.Leonard attended the UL meeting at UC Riverside on October 25-26. The
new Elsevier contract comes with a 6% price increase cap in 2002, and this
represents a reasonably good deal. The agreement is complex, but costs to
UC Berkeley will approximate last year's, if CDL increases its contribution
toward the extra cost.

SOPAG reports on Digital Preservation and Access are getting wide attention
and much credit goes to Bernie Hurley, Barclay Ogden and Camille Wanat for
their contributions. The Digital Preservation and Archiving Committee
(DPAC) and the Integration Access Task Force (IATF) reports are now both
available at the SOPAG website at:

Cam Olen has agreed to coordinate the Library's Holiday Party again this
year. This year's party will be in the Morrison Room on Thursday, December 20.

A G E N D A

1. Org Dev Draft Policy for On-the-Job Training --D.Sommer

Debby Sommer presented to Cabinet the revised draft of the Policy for
On-the-Job Training, which began as a "release time" policy. Cabinet
originally issued a charge for a working group to determine whether a
single guideline might be developed for all Library employees, gather input
from staff and supervisors about the obstacles they experience applying for
and granting release time, and recommend one or more options for release
time. Cabinet ended its lengthy discussion of the current draft with the
recommendation that Debby edit and incorporate today's comments and bring
another draft back to Cabinet. Changes to the document should include: 5%
as a suggested target or goal (not a minimum requirement); separate out
the position-related training; and articulate the career-related training
as an opportunity to learn and grow. It was suggested that the document
might be structured with guidelines for staff and supervisors, with
sections for each. After further review by Cabinet, a final draft policy
will be forwarded to Roundtable.

2. Allocation of Additional Technical Services Staff --L.Leighton

Lee Leighton, David de Lorenzo, and Peter Zhou have been reviewing the
Technical Services backlogs and their report is due on December 1. It is
expected that an additional $200,000 will be needed to cover the $25,000 in
increased OCLC costs and $175,000 for 5.5 FTE in technical services
staffing (1 FTE for the East Asian Library, 1 FTE for Bancroft, and 3.5
FTE for central Technical Services, 2.5 in TS Copy Cataloging and 1 in TS
Order Division). Cabinet approved.

[Note: With the subsequent hiring freeze, the above positions have been
placed on hold.]

3. Function Councils --N.Robinson

At the request of Sciences Council, Nick Robinson reported to Cabinet that
communications have been inhibited by the lack of time to review agendas
and gather information prior to meetings of the Function Councils. He
requested that Function Councils issue agendas to allusers at least two
working days in advance of their meetings to allow sufficient time for the
Subject Councils to review and gather data. Cabinet approved, and the
Function Council chairs will comply with the request.
