Admin approved the recruitment of a 1.0 FTE Judaica/reference Librarian for
Research, Reference, and Collections (RRC).

1. Timeline for Org Dev Proposed Initiatives (D.Sommer)

At the October 4 Cabinet meeting, the "Organizational Development Package
of Initiatives 2001/2002" were briefly discussed. Cabinet requested a time
line, which D.Sommer provided for discussion at today's meeting. The
"Roadmap 2001/2002" listed the October 23 Early Bird re the Job
Stress/Satisfaction Survey and proposed discussion of the draft policy for
on-the-job training at Cabinet on November 1 and again at Roundtable on
November 8.

Org Dev also proposed a series discussions in November, December, and
January, whereby Roundtable could engage in internal analysis of how the
group might function more effectively as a primary link in the Library's
communication chain, followed by a progress report or "check-up" six months
later.

Cabinet agreed that any workload analysis needs to be linked to Human
Resources practices and would be best performed as a supervisory
function. Workload must be addressed at the departmental level along with
a complete review of job descriptions. Since workload analysis
appropriately falls within the purview of the HR director, this would make
an excellent question for potential candidates for that position.

It was noted that strategic planning and the UL's top priorities are
necessarily linked to the budget process. An Early Bird or Town Hall type
meeting could be presented by the UL, AULs, and directors for all library
staff early next year, perhaps in February.

2. Extending ILL Loan Periods (P.Iannuzzi)

Several UC Libraries have recommended that the ILL loan periods be extended
to match the borrowing privileges of campus users. This does not seem a
desirable position to support as it would mean that Berkeley materials
would be sent out on ILL for much longer periods of time. The current loan
period is one month and the proposal is for 3-6 months. The matter will be
discussed on November 17 at Public Services Council, which will be attended
by C.Rubens, and on November 18 at the ILL Committee meeting. A
recommendation will be made by the Resource Sharing Committee

3. Reciprocal Blocking (P.Iannuzzi)

The Resource Sharing Committee has a proposal for reciprocal blocking,
whereby UC campuses would block borrowing for patrons who are blocked at
other campuses. This policy, if implemented, will impact UCB faculty as
well. The UCB Academic Senate Library Committee has authorized fines to
faculty for overdue materials, but the fines are frequently overridden. If
the reciprocal blocking program is implemented, each campus will have a
resource person with responsibility for resolving problems.

4. Post September 11 (T.Leonard)

The Association of Research Libraries (ARL) has reported that some
institutions have received requests to remove materials from their
shelves. The Smithsonian was asked by the Army Corps of Engineers to
remove materials on important structures, such as bridges. No such
requests have been made of Berkeley, and none are anticipated.

5. Doe Core and the East Asian Library Plans (T.Leonard)

T.Leonard reported on the four options under consideration for the new East
Asian Library. The Chancellor's decision is expected October 15, after
which time Chancellor Berdahl and Vice Chancellor McQuade (University
Relations) will meet with donors from the Starr Foundation in New York City
to discuss the final decision. [Note: The EAL location selected was the
