ANNOUNCEMENTS
Tom Leonard reported that Gov. Davis signed the state budget. The Library
awaits final budget allocation figures from the campus budget office.
Circulation assistant Rebecca Morin, in the Education/Psychology Library,
will be leaving in August. Admin approved the request to begin recruitment
for her successor (LAII).

1. Report on Leadership Development Program Retreat --B.Krell, P.Iannuzzi
B.Krell reported on the Leadership Development Program (LDP) retreat held
July 17-20, at Preservation Park in Oakland. Twenty-five participants from
units across campus heard panelists Ron Coley (Vice Chancellor, Business &
Administrative Services), Marie Felde (Director, Public Affairs), Harry
LeGrand (Assistant Vice Chancellor, Residential & Student Services), and
Anita Madrid (Staff Ombuds Office) discuss their perspectives on
leadership. There were sessions on "Dimensions of Diversity",
"Understanding Working Styles", and "Objective Behavioral Feedback", along
with assigned reading of current articles on leadership traits and
competencies. Group exercises provided opportunities for participants to
meet and interact with each other throughout the week and to receive
feedback from assessors.
P.Iannuzzi attended the retreat as an assessor and provided objective
behavioral feedback after observing one of the group activities. She
commented to Cabinet on its usefulness as a tool and recommended providing
training in objective behavioral feedback for library supervisors/managers.
B.Krell and G.Ford are participants in this year's LDP. The retreat will
be followed throughout the year with various classroom and small group
activities, two case studies and forums with senior campus leaders, and
team projects. The program objectives are to identify leadership skills
and areas for development, provide opportunities to practice skills in new
settings, and develop a network of campus contacts.
2. BAKER Fees --P.Iannuzzi
BAKER is a fee-based document delivery service that over the years has
experienced a steady decline in requests. As the number of requests have
declined, unit costs have risen and BAKER fees have not kept pace with
actual costs. Until this year, the service has remained in the black with
subsidies from the ILLP service. Patty Iannuzzi distributed information to
Cabinet for the discussion about BAKER fees and possible options.
Mike Rancer noted that, unlike ILLP which can charge market rates, BAKER
service is governed by the campus recharge committee, which demands
adherence to campus requirements for unit cost pricing and disallows
profits. Differentiated rates among campus users is also prohibited.
Cabinet discussed the implications of raising BAKER fees to generate more
revenue and the extent to which the subsidies from ILLP should
continue. Cabinet decided to explore the option of a modest increase in
price to $5 per unit and $.20 per photocopy, or approximately one-half the
cost, and seek feedback from the Academic Senate Library Committee. Patty
will discuss the suggested amounts with ILS and will draft a proposal for
the Academic Senate Library Committee.
3. Hospitality --T.Leonard
Cabinet discussed the issue of hospitality for visiting
colleagues. Current policy requires permission from the appropriate AUL or
Director for expenditure of funds to entertain visitors, which is in
keeping with campus policy for faculty to seek permission of their
department chair. Cabinet decided that the Library's hospitality policy
requiring AUL/Director approval will remain in force.
4. Leave Policy for Librarians and Staff --L.Leighton
L.Leighton sent a draft "Leave Policy" document to Cabinet by email for
review prior to the meeting. T.Leonard presented an edited version of the
draft for discussion. Cabinet agreed that applicants for leave should
first seek advice and approval of the unit head and that granting leave
should be based upon the needs of the unit. Requests for leave without pay
(LWOP) require use of vacation and sick leave first. Lee will continue
revising the leave policy draft and bring it back to Cabinet for final
approval.
5. HR Director Search Process --T.Leonard
On July 20, T.Leonard put out a call for library staff interested in
serving on a search committee for the new Director of Library Human
Resources. The search committee will report to the University Librarian
and represent a diverse group of library employees and 2-3 outside
representatives. Cabinet reviewed the list of volunteers to-date with
respect to the occupational/professional categories suggested to obtain
broad representation on the committee.
The discussion will continue at the Cabinet meeting on August 2, to appoint
the committee membership.
