ANNOUNCEMENTS

On April 6, Tom Leonard is scheduled to attend a meeting to discuss the
Music Library. Chancellor Berdahl and Dean Hexter will be among the
participants exploring funding options for the $1.5 million needed to
complete the Music Library building project.

Tom Leonard is a member of the e-Berkeley Steering Committee, and the
Library has contributed to the vision statement to "ensure that projects
protect the privacy of individuals and their transactions."

Bernie Hurley announced that the Library was invited to submit another
e-Berkeley initiative for providing Digital Library Services. Bernie is
coordinating this with Tom Leonard and Charles Faulhaber.

John Roberts has obtained the services of a string quartet for Tom
Leonard's April 23 reception.

1. Public Electronic Access Systems (PEAS) Final Report --E.Meltzer &
B.Hurley

Bernie Hurley thanked Ellen Meltzer for chairing the Public Electronic
Access Systems (PEAS) Committee and turned the discussion of the PEAS final
report over to Ellen. It was noted that perhaps the most enduring parts of
the report will be the principles developed to enable the Library to create
systems that meet users' information needs. These guidelines are the
result of wide consultation and three Roundtable discussions. The PEAS
committee recommends that the Library hire a full-time PEAS Manager to
provide the leadership and coordination to implement the necessary
changes. The committee further recommends that the PEAS Manager report to
the AUL/Director for Public Services and that an advisory council be
established. Cabinet endorsed the PEAS report, commended its authors, and
will begin implementing recommendations contained in the report.

2. Proposal for Fee Remission for Graduate Student Researchers in the
Library --K.Starkweather

Kay Starkweather reported that consensus exists in the Library to hire
graduate students using the regular processes and provisions for hiring
staff. LHRD recommends using the ____ Assistant series with working titles
that reference specific expertise; and paying salaries commensurate with
Graduate Student Researcher (GSR) levels, instead of hiring GSRs with
mandatory fee remission requirements. Another available option would be
for the academic department to hire staff with the necessary expertise and
the Library could reimburse the departmental costs.

Cabinet approved the recommendations to use the ____ Assistant series with
working titles such as "curatorial assistant" for graduate assistant staff
performing specialized research work. The Library will pay competitive
salary levels to obtain the needed expertise, or reimburse academic
departments for work done by GSRs.

3. Policy for Release Time for Job-Related Classes --L.Leighton

On behalf of the Organizational Development Subcommittee, Lee Leighton
wanted to confirm that Cabinet asked Org Dev to look at a policy for
release time for job-related training. The CUE contract allows two (2)
days per year for job-related classes. Although the contractual agreement
does not forbid additional time off, Cabinet noted that any policy
established by the Library must be equitable across library units, and all
guidelines must be equitable whether job-related, career-related, or for
personnel enrichment. Cabinet also asked that the recommended guidelines
address retention issues.

4. Incentive Awards for CUE Employees --C. Faulhaber & L.Leighton

Charles Faulhaber thanked LHRD for helping to provide copies of Tom
Leonard's letter to EVCP Gray in support of incentive awards for each of
the Library's 43 eligible CUE employees to submit with their claims to
campus Human Resources. All bonus awardees must submit claim packets to
campus Labor Relations, and the Library is prepared to pay from its own
funds when campus HR gives approval for the bonuses to be paid.

5. Melvyl and A&I Database Transition (for P.Iannuzzi)

Cabinet was asked to review by e-mail draft language for publicity about
the Melvyl and A&I Database transition. Articles are slated to appear in
the Daily Cal and the Berkeleyan, and e-mail announcements will be sent to
various groups, including the Academic Senate. The two major initiatives
involve replacing the Melvyl system with Ex Libris and the transition of
the CDL-hosted journal databases to new vendors. Cabinet urged that
subject librarians be kept informed about changes to particular databases
and that a resource liaison list be developed for referrals. It was also
recommended that the CDL URL be included in the announcements. Ann Jensen
is scheduled to attend the UC resource liaisons meeting in Irvine, and Alan
Ritch will provide a UC system-wide resource liaison list after the April
4th meeting. The language of the announcements should reflect definitively
that these decisions have been made and these transitions will occur.
