1. Library's Budget Submission (M.Rancer)
M.Rancer distributed the final draft of the Library's Budget Request FY
2001-02, which contained an overview of the budget, sections on the
Student Employment Initiative Program (SEIP), Collections, Undergraduate
Services, and the required budget office forms. The SEIP request
($166,000) seeks to augment the existing SEIP commitment to cover increased
student wage rates. The Collections request ($1,513,500) is crafted
principally as a protection against inflation with a Technical Services
component. The Undergraduate Services section ($1,325,300) includes
requests for expanded Moffitt hours and renovations in the Moffitt public
areas, including the development of areas for multimedia services. Cabinet
approved the final draft. T.Leonard thanked everyone for their assistance
in putting together the budget package.

2. Supplementary Budget Submission
a. Workload Mitigation (A.Jensen, P.Iannuzzi)
The original proposal for workload mitigation focused totally on training,
while the new proposal targets assistance for the overall workload in the
Library Human Resources Department with emphasis on personnel recruitment
and retention and includes a training component. Cabinet discussed the
revised proposal and suggested adding a stronger emphasis on the ongoing
needs for training. The final proposal will include actual percentages and
numbers, specific examples of how the high turnover creates additional work
and negatively impacts the Library, how new campus-wide systems create
additional training needs, and link services provided by the Library to the
campus. The final draft will be reviewed by e-mail prior to the deadline
of February 15.
b. E-Berkeley Initiatives (B.Hurley)
B.Hurley presented four E-Berkeley projects for discussion and ranking by
Cabinet.
--Web-based Document Delivery from NRLF would benefit faculty and graduate
students and save the Library significant circulation labor costs.
--Information Literacy via Online Tutorials would expand the Library's
ability to reach more students. Initial costs to mechanize instruction
would result in long term savings, and the Library could share developments
in online tutorials with other UC campuses.
--Public Electronic Access System Support is critical for the integration
of the Library's various online systems and implementation of new
user-interfaces.
--Authentication/Authorization are both crucial aspects of the campus
electronic initiatives and would require the use of Kerberos pass phrases.
Cabinet decided that conditions are not right for two other proposals
(public pc infrastructure and programming financial reports) that may be
reconsidered in the future.
Cabinet will defer the authentication/authorization proposal and submit
three E-Berkeley Initiatives (listed in priority order) for Public
Electronic Access System Support, Web-based Document Delivery from the
NRLF, and Information Literacy via Online Tutorials.
3. Music Library (T.Leonard, A.Ritch, J.Roberts)
On February 6, T.Leonard, A.Ritch, and J.Roberts attended an urgent meeting
with R.Hexter and W.Allenbrook regarding the status of new Music Library
building project. Based upon current plans, Capital Projects estimates
that the building project funding is short $1.85 million, and campus will
not allow the project to proceed without adequate funding in place. The
project is now on hold. The Arts & Humanities Dean and the University
Librarian will consult with appropriate campus authorities regarding
fund-raising and explore other possibilities.
4. CDL Resource Liaisons Meeting, April 4 (A.Ritch)
Cabinet approved administrative travel funding for 10-12 library staff to
attend the CDL Resource Liaisons Meeting at UC Irvine on April 4.
