ANNOUNCEMENTS
--A film crew will be shooting in the atrium of the Main Stacks on
Sunday, October 24.
--Letters will go out to staff regarding the bonuses, merits, and
cost-of-living amounts in the October paychecks.
--The California legislature has mandated that effective January 1, all
bargaining unit members at UC will be required to pay an assessment to
their exclusive bargaining agent whether or not they have joined the
union. The impact of this legislation is unknown at this time.
--CUE has announced union steward representatives. C.Alderson will
represent the Library.
--Cal Day 2000 will be on April 15. A.Kanbergs will continue as the
Library's Cal Day coordinator.
--Admin approved an internship in Library Systems Office for work on
library web applications.
--The OCLC billing has increased an additional $110,000. A new line
item will appear on budgets for OCLC.
--J.Spohrer will distribute a draft training plan for the new AULs to
Cabinet and chairs of the subject councils to solicit further
suggestions.
--This year's Mario Savio Memorial Lecture on November 2 features Harvard
law professor and author Lani Guinier.
--The grand opening of the Free Speech Movement Cafe in Moffitt Library
will be on February 3. Staff and students will be invited to
attend.

1. Public Services Staffing Task Force Report

L.Mansur discussed with
Cabinet the recommendations and findings of the Public Services Staffing
Task Force. Cabinet's decisions regarding specific task force items
are noted as follows:
General recommendation a: The GA Budget Study Group will issue
recommended levels of funding for student GA budgets librarywide.
While the Library is moving toward librarywide management of the GA
budget to establish equity across library units, Cabinet recognizes the
need for contingency funding under AUL control.
General recommendation b: All requests to fill positions (temporary
and permanent) are now decided by Admin.
General recommendation c: When converting GA to LA staffing, units
must use permanent GA funding to cover the conversion.
General recommendation d: The Library can petition for campus surge
funding for seismic related moves. Seismic funding does not provide for
programmatic needs. Admin will field requests from units undergoing
seismic renovation for any temporary staffing needs that fall outside the
scope of the seismic funding.
General recommendation e:
While
some units have workable arrangements for sharing staff, others do
not. Needs more discussion in
Roundtable.
Unit specific recommendations a through d: Admin will issue a
status report on Chem/Opto, Busi, Envi, and DMCS staffing.
Summary findings: Cabinet has just begun to grapple with multi-year
budgeting and the first year will establish some baseline needs.
Cabinet must decide the appropriate allocations for librarians, library
assistants, and students. Next year's budget draft contains
overcommitments of $700,000. J.Lowell will include budget updates to all
library staff in his Town Hall meetings to be held October 26-27.
2. Moffitt Security Task Force
Report
A.Moen submitted the draft Moffitt Security Task Force Report to Cabinet
for review and comments. The next action will be to post the draft
recommendations on the web and schedule drop-in sessions to solicit staff
input; the task force will note any controversial points and report back
to Cabinet at a future meeting. The report will also be submitted
to the Safety Committee for review and comment.
3. User Survey
Team
Earlier in October, J.Lowell issued a call for volunteers to assist in a
library user survey. The User Survey Team, co-chaired by P.Maughan
and a yet-to-be-named faculty member, will be formed to oversee
development, administration, and follow-up for the library survey of
Berkeley faculty, graduate students, and undergraduate students.
The survey will be conducted in Spring 2000. Team members were
chosen on the basis of their public service experience, analytical
skills, and experience with user surveys. Of the self-nominated staff,
the following four were chosen: Suzanne Calpestri
(Anthropology); Bob Liu (Library Business Services); Charlotte
Rubens (Interlibrary Services); and Nick Robinson (Public
Health). J.Lowell will consult with T.Leonard, chair of the
Academic Senate Library Committee, to select representatives of the
faculty library committee and undergraduate and graduate students to
serve on the User Survey Team.
4. The Library's 9 Millionth
Volume
J.Lowell discussed with Cabinet possible strategies for acquiring and
publicizing the Library's
9 millionth volume. J.Lowell has consulted with Bancroft staff
regarding a volume available at auction from Sotheby's.
L.Braunschweiger and J.Spohrer will discuss other contingency titles and
the preparation of a development plan.
