ANNOUNCEMENTS
--Admin increased Linda Borromeoís position in the Optometry Library from
62.5% to 100%.
--On September 16, thirty-six Italian librarians will visit the Library for
a full-day program including tours of the Doe/Moffitt complex, Information
Center, the Teaching Library, other campus libraries, and a presentation by
the CDL.
--J.Lowell meets with Executive Vice Chancellor and Provost Christ and
Chancellor Berdahl in September to provide an update on the Library and
discuss ideas for a capital campaign for the Doe core.

1. Top 7 Librarian Positions --J.Lowell

In July, Cabinet selected the following 5.5 FTE critical librarian
positions to be filled this fiscal year: Circulation Head for Doe-Moffitt;
Engineering Librarian; two Reference Librarians; Social Sciences Data
Librarian; and .50 FTE College of Environmental Design Archivist (on hold
pending approval of CEDís portions of the funding for this shared position).

The following positions were under consideration for the remaining 1.5 FTE
positions:
Environmental Design Library Reference Librarian (.50 FTE)
Engineering Library Electronic Outreach Librarian
Metadata Librarian
Electronic Text Librarian

Cabinet reviewed job descriptions for each of the positions listed above
and after discussion approved the .50 FTE Environmental Design Reference
Librarian, the Electronic Outreach Librarian in Engineering, and the
Metadata Librarian for this fiscal year. It was decided that the
Electronic Text position could be incorporated into planning
recommendations from the Digital Library Advisory Committee. The two
Reference Librarian positions are on hold until the Task Force on
Information and Reference Services Within Doe and Moffitt completes its work.

Members were asked to submit job descriptions for each of the approved
positions to Cabinet for comment prior to final approval by Admin.

2. Merit and Bonus Increases --J.Lowell

Career employees in the MSP (formerly MAP) and PSS (formerly A&PS)
categories are eligible for merit increases effective October 1, for the
period covering the last fiscal year. Merit-bonus awards will be paid
November 1 to selected career staff in the following groups: MSP, PSS,
Computer Resource Managers, Computer Programmer/Analysts, Service Unit
employees (AFSCME) and Clerical Unit employees (CUE).

J.Lowell proposed forming a work group of library staff to determine the
process for this yearís merit and bonus increases within the Library. The
Merit Increases/Merit-Bonus Work Group would work closely with the
university librarian to determine the merit and bonus processes that will
be used by supervisors throughout the Library, oversee the administration
of these processes, develop the formula for determining how much money will
be allocated for each category of merit increase, and recommend how the
bonus money should be awarded. Recommendations will be made to the
university librarian who will make the final decision.

Cabinet approved the formation of a working group of volunteers consisting
of 2 staff members, 2 Roundtable members, 2 Cabinet members, and the head
of LHRD.

3. Budget Processes --J.Lowell

J.Lowell shared the budget process used by the library at UCSD to
illustrate how the budget could be developed through consultative input,
how Cabinet could track expenditures throughout the year, and how
guidelines could be established in accordance with the campusí budget call.
A typical budget template would summarize the income resources, tailor the
expenditure categories to our specific needs, and include an adjustments
section with salary savings, non-salary savings, and reserves. At
Berkeleley, the budget process starts in January. After the AUL
selections, Cabinetís next priority will be to decide a budget process for
allocations this fiscal year and establish a timetable for submission to
Roundtable. The budget processes discussion will continue at the next
Cabinet meeting.
