SPECIAL CABINET MEETING ON LIBRARY MASTER PLAN ISSUES

AGENDA

1. Principles for Master Planning

J.Lowell led the discussion of principles for master planning, especially for
the Doe-Moffitt complex. Cabinet identified various principles to follow,
including the following:

--Make the Doe-Moffitt complex more user friendly.
Attempt to make more sense of the Doe-Moffitt complex.
Refurbish public areas to “appropriate levels”.
--Locate high use public service units on floors 1 and 2 of Doe.
Make service points highly visible.
--Reserve historic rooms in Doe for public service functions.
No staff work areas in historic rooms.
--Strive to break down artificial “turf barriers” between library
units.
--Establish space standards for library staff based upon function.
Consult with library staff for input.
Plan for flexibility to allow for growth and change.
Plan for new technology.
Budget for new high-speed data at all public and staff areas.
--As library units are relocated/renovated, improve work areas as
possible.
Improve functional adjacencies (intra-unit and extra-unit
proximities).
Improve ergonomics.
Acquire new furniture as budget allows.
--Maximize library access to patrons.
Secure “zoned” public areas allowing longer open hours.
--Establish a Master Keying plan for the Doe-Moffitt complex.
Improve library security.
Implement gradually with new renovation/construction projects.

2. Doe/Annex/Moffitt Issues

Using schematics of the Doe/Annex/Moffitt complex, F.Yasaki briefed Cabinet on
the library space planning issues surrounding upcoming projects and potential
moves. Cabinet discussed various options and authorized the following actions:

--Relocate South/Southeast Asia Library from 120 Doe to its former
location in 438 Doe by fall.
--Relocate Morrison to its historic location at the north entrance of
Doe by fall.
--Relocate LHRD to improve public access.
--Relocate Library Development Office to an ADA compliant space with
good public access.

Cabinet approved in concept the following:
--LHRD/LBO will be relocated to 120 Doe.
--Development Office will be relocated to 131 Doe.
--Some HAS staff will be relocated to 188 Doe (current site of
Development Office).
--ETU staff within LSO will be relocated to 390 Doe from their current
Moffitt location.

F.Yasaki will prepare a cost-effective plan to accommodate these moves and
report back to Cabinet.
