Announcements
--The campus controller has issued revised policy statements regarding standard
mileage reimbursements, maximum entertainment rates, and employee non-cash
awards.
--Cal Day is Saturday, April 17. The Library’s table in front of Wheeler Hall
will offer Library visitor guides, programs, pencils, plastic bags and raffle a
library card. The UC Jazz Ensemble will perform on the Doe Library north
terrace.
--Bring Your Children to Work Day will be on April 22. Library staff are
invited to bring their children to work that day, although no librarywide
programs are planned.

1. Leave Without Pay for Academic Study --J.Dost

J.Dost summarized the current librarian leave policies taken from the Librarian
Memorandum of Understanding Article XVIII and the Academic Personnel Manual.
Generally, Librarians may be granted leave at the discretion of the University
for reasons the University deems reasonable. Such leaves may be paid or unpaid
and may not exceed one year. After discussion of the policies currently in
effect, Cabinet decided to maintain flexibility in granting leave requests
based upon workload and staffing demands and the reasonableness of the
requests. Decisions to grant or reject leave requests should be in writing
with justification based upon the existing guidelines.

2. Compensation for Weekend Work During Seismic Moves --J.Dost

Prompted by the upcoming move for Environmental Design Library into the Moffit
space, Cabinet revisited Library policies on non-exempt overtime and gave
approval (pending review by J.Lowell) for the following guidelines:

--Regular overtime must be authorized in advance by the supervisor.
Premium overtime, compensated at a rate of time and one-half, must be approved
in advance by the appropriate AUL.
--Employees may bank compensation time (time off given in lieu of pay)
earned for up to six months. In special circumstances, the appropriate AUL may
extend the time limit.
--Employee overtime will be authorized only when doing so will meet a
critical library need; premium overtime will be approved rarely.

3. SOPAG Update --B.Hurley

B.Hurley attended the last SOPAG meeting at which some new policy options and
initiatives were discussed. The next phase of Request, the patron initiated
requesting service, is being planned to include journal articles, as well as
other types of library materials. A new task force is being formed to look at
possible strategies for archiving print materials systemwide, when CDL has
negotiated permanent access to the digital versions. A centralized cataloguing
authority designed to create cataloguing records for CDL hosted digital items
will be discussed at the joint UL/SOPAG meeting on April 29. When SOPAG
discussion notes are available, B.Hurley will distribute to Cabinet and
Roundtable those sections relevant to draft policy changes.

4. Tier 9 Update --B.Hurley

It appears that the project for clearing newspapers from Tier 9 is beginning to
stall. If selectors agree that the remaining newspapers are valuable for
research, decisions must be made regarding which newspapers are available for
borrowing from other sources, and which should be purchased on film or filmed
in-house. If newspapers can be easily borrowed or if they are not of permanent
importance for the collections, they should be discarded. Jim has submitted a
proposal to CAG asking for $50,000 from the Chancellor's Initiative funds this
year (to be renewed for each of the next three years) to purchase commercially
available film. The topic should return to Cabinet for a final decision after
CAG sends its recommendations to the UL.

5. Proposed Bicycle Race Around Main Library Complex --F.Yasaki

An ASUC bicycle racing club requested permission to host a bicycle race around
Doe Library and Wheeler Hall on Sunday, April 25, 9:45 am - 4:00 pm. This
event would totally "land lock" the Library. For the safety and convenience of
the Library's disabled, wheelchair-bound and elderly patrons (as well as the
hundreds of students, faculty and staff), Cabinet voted to oppose the proposed
race route and to express their serious concerns about the event. F.Yasaki
will prepare a draft reply for J.Lowell's approval.

6. Environmental Design Library Move to Moffitt --F.Yasaki

Construction work will begin immediately in Moffitt Library to accommodate the
temporary move of the Environmental Design Library from Wurster Hall to the
fifth floor. Since the CED Library must move by the end of final exams to make
way for seismic construction in Wurster Hall, renovations in Moffitt must take
place during finals. Work will be done primarily during daytime hours since it
is anticipated that Moffitt will be busiest at night. To minimize noise and
disruptions as well as to accommodate construction, the 5th floor must be
closed. This will eliminate approximately 250 study seats. F.Yasaki suggested
opening Doe Library's North Reading Room on a temporary basis to offset the
loss of the Moffitt study space. HAS will determine the feasibility of this
suggestion.
