2. SCAP Review

CDL’s SCAP fund is overcommitted and needs to be reduced by $300,000. CDC recommended looking at percentage drops in use of these databases, and identified 12 titles with low usage sufficient to suggest dropping them from SCAP funding. CDC is asking campuses about whether they would be willing to coinvest to renew these subscriptions using a tier 1 or 2 cost-share model. Deadline for campuses to respond to CDL is very soon. Margaret will be making contact with selectors to gather this data.

CC asked, “If the SCAP databases become tier 1, should we use the standard shares to split expenses, or should campus shares reflect usage of these tools?” There was also concern expressed that if we moved to a usage-based tier one funding formula, UCB might end up paying far more than it currently pays on the standard shares model which is based on a three-year rolling average of collections expenditures at each campus. The question of funding the former SCAP funded titles will be something CDC reviews.

CDC would also like to review all other Tier 1 databases. CC members expressed concern that the usage statistics for Wilson products seem way too low. Chuck will pass this along to CDC.

3. E-Books

Chuck commented that the e-book industry is fluid and that there are many issues that Berkeley would like to influence and resolve (e.g., we would like to own not just license e-book content.) There are a number of initiatives now underway (both CDL and OCLC have e-book related pilots/initiatives) which Berkeley will be watching carefully.

At the same time, the E-Book Advisory Group (EBAG) has recommended that we further our experience with e-books by licensing ebrary’s “Academic Complete” product, a collection of over 38,000 titles that range across all disciplines.

Selectors may continue to subscribe to ebooks through NetLibrary and any other vendors who have holdings offered with desirable terms.

4. Annual Report '08 & Budget Request '09 (see attached 07 - 08 call)

Chuck mentioned that it is time to send out the call for the Annual Report ’08 & Budget Request ’09. Members offered suggestions for how to change the template, new last year, to help clear up some points of confusion during the first round. Chuck will incorporate changes into a new draft for CC review. He would like to send the call out in May with responses due by July 1.
