Meeting Content

1. Announcements – Updates

• The E-Book Advisory group has recommended and is organizing trials for EBL, MYILIBRARY, and EBRARY to begin July 1.

• The NetLibrary pilot has been advanced – Systems is using freeware package MarcEdit and can now load the Marc records into GLADIS.

• Development and desiderata: Chuck is working with Katherine Wayne, Milt Ternberg, Jim Spohrer and Beth Weil to develop case statements for art & humanities; social sciences; international and area studies; and science & engineering. They will eventually fit under an “umbrella” case statement for the Library as a whole. The desiderata lists were sorted, with 6 being referred to Admin as having wider scope than just collections; the remaining lists will be posted to the web, probably via a b-Space site.

• Collections web: The small group has seen the first draft of a top page for the new public collections web, and made very useful comments. Gail and Linda are encouraging Affiliated Libraries to submit collections statements. The new site will come up late May / early June.

• Journal Use Reports: Gail reported that the pilot CDL for JUR has taken longer to set up than at first hoped, but that ISI has agreed to wait to start the “6-month clock” until participants are ready.

• Margaret will be on reduced schedule for two months this summer, and will spend most of her time on licensing electronic resources. Mary Ann Mahoney will be vetting Tier 1 and Tier 2 proposals with selectors; John Kupersmith will oversee the ERF, Brian Quigley will handle breaches, and Jesse Silva will take on Margaret’s selection responsibilities until she returns. Chuck will handle scholarly communication officer responsibilities, in consultation with SCAG.

2. Custodial Collections Report

Admin has discussed the Custodial Collections report twice, and referred several recommendations to CC for feedback. Initial discussion surfaced these thoughts

• The report raises problems for which no solution is suggested. Will there be a next step on these?

• It seems that some principles/proposals suggested for custodial collections may also apply to all kinds of special collections. Identifying areas of distinction and overlap would be useful in formulating a broader rather than a narrower policy.

• CC thought it would be useful to articulate why primary source materials are important to the organization – to further case for funding this activity both internally and externally to members of the campus community.

• Bancroft is looked to for its custodial functions, and this needs to remain part of Bancroft’s charge and responsibility. It is possible that some Collections funding could help support this part of their mission.

• How do Affiliated Library deposits with Bancroft fit into any of these recommendations?

• It used to be the case that selectors wanting to make very expensive purchases needed to work through the AUL for Collections. Should this practice be re-formalized?

• CC agrees that stability of staffing for archival work would be much more efficient than the current practice of cobbling together grant funding.

This discussion will continue at a forthcoming meeting. The report is to be discussed in the Subject Councils for feedback.

3. Study of Impact of Persistence Policy Implementation Report on UC Berkeley Preservation and Acquisition Budget

Chuck reported that a provision in the implementation report bills lost items to the campus that had the item last. Sometimes this is due to a local patron having borrowed the book (in which case the patron is billed), and sometimes this is due to “in transit” losses. Prior to “persistence”, lost items were referred to the selector who could decide to “replace” or “withdraw”. Post-persistence, “withdraw is no longer an option.” This will have as-yet-unknown consequences on Berkeley’s budgets. CC suggested that perhaps the implementation report be modified to allow campuses a few other options, such as “poll other campuses for a replacement copy” or “all campuses agree that this volume may be withdrawn.” Chuck suggested that we pay these kinds of charges for ___ months from replx, monitoring activity, to then use this data in formulating a more informed approach to funding.
