Collections Council Meeting of January 3, 2006

II. NetLibrary (Jim G.)

In December, YBP announced that NetLibrary ebooks could be purchased through GOBI. Also, it will be possible to load all NetLibrary titles owned by the Library into GOBI to facilitate checking and reviews of titles. The cost to order of eBooks is set by the publisher and is relatively close to the price of the print counterparts. In addition, there is an access fee presented in two models based on annual payments or a prepayment for five years of access. The cost comparison is title cost + 15% for annual payments, or title cost + 55% prepaid for five years of access. NetLibrary titles would have to be profiled on a single subaccount and not on individual selector subaccounts used for print orders. The distribution of approval slips would require some effort by Library staff. Prompcatting of eBooks will be available. The functionality and mechnics of obtaining NetLibrary titles through YBP, instead of ordering direct from NetLibrary, will be investigated further during a meeting with the YBP representative in January.

III. Draft calls for one-time funding and new call for “bridge funding”

Background: Bernie started the discussion by describing an overall strategy for spending down the large free balances in the AUL and 19900 funds. The goal is to spend down the surplus so that the Library is in a better position to ask for more money from the campus.

For the AUL funds, strategies for reducing the free balance include: 1) using AUL funds to cover inflation; 2) providing new faculty start-up funds to selectors; 3) augmenting funds that have been impacted by the devaluation of the dollar; 4) funding “special projects”; 5) paying for digitization projects; 6) providing additional funds to selectors through the one-time call for expensive items.

The strategy for dealing with the large unspent balance in 19900 funds, is to pull out money from individual selector funds that carry large balances and to then to then centralize that surplus. When these funds are centralized, we have a greater ability to ensure that the balance gets spent. It should be noted that this strategy is a temporary one and we are not proposing, at this time, to address the issue of reallocating base budgets.

The draft “One-time Call for Collections” document was approved with minor changes.

ACTION: Bernie will change the deadline for submission to January 31 and send it out to Selectors.

The new all for “Bridge Funding” was discussed. It should be noted that selectors are unrestricted in how they may use any bridge funding they receive so they will be able to convert bridging funding into s-funds. But because the bridge funding is one-time, individuals will be responsible for rebalancing their m- and s-funds.

ACTION: Bernie will make additional changes to the document and run it by Collections Council then send it out to Selectors.

IV. Spending down AUL and selector balances
Collections Council discussed several proposed models for spending down the balances that involved imposing a “tax” on unspent funds. The general feeling was that it would be best to spread this out over 18 months to two-years.

ACTION: Bernie will schedule an Early Bird at which these strategies will be formally presented to selectors. It is at this Early Bird where selectors will be given an opportunity to provide further input.

ACTION: Subject representatives are asked to talk about both the specific model for taxing underspent funds as well as the overall strategy for dealing with the unspent balances. It is hoped that prior to the formal presentation at the selector early bird, selectors will have a general idea of why these strategies are necessary.
