Action items:

* Bernie will produce the final draft of the New Faculty Start-Up Funds
policy. He will then send the final version to Margaret for adding to the
staff Collection Development page and will announce the policy to Selectors.

* Bernie and Gail will develop strategic models, with principles and goals,
on how to reduce the budget balances. They will bring those models to
Collections Council for further discussion and input before presenting it
in a larger selector forum.

I. Announcements

* AUL Collections search. The search committee is working with a search
firm and making good progress. The committee meets again in December to
narrow down candidates who will be invited to participate in preliminary
"airport interviews" in January.

* The Technical Services Review has begun. Ginny Moon is now working in
Technical Services three days a week. An email address has been set up for
all Tech Services Review issues: tsr@library.

* CDC Update: CDC conference call scheduled for after this meeting. Nothing
to report.

II. New Faculty Start-up Funds

Bernie circulated a draft of a policy for New Faculty Start-up Funds. Based
on discussions from last month's Collection Council meeting, the policy
states that, among other things, Selectors must spend the funds within
three years. Council members provided editorial suggestions.
ACTION: Bernie will produce the final draft of the New Faculty Start-Up
Funds policy. He will then send the final version to Margaret for adding to
the staff Collection Development page and will announce the policy to
Selectors.

IV. Collections Statement - Template

Additional (minor) changes to the template were provided by representatives
from Sciences Council and Arts/Humanities Council. Social Sciences Council
has not yet met. If Social Sciences Council has more suggestions we will
discuss those at the next Collections Council meeting.
ACTION: If Social Sciences Council has more suggestions, we will discuss
those at the next Collection Council meeting. If there are none, Susana
will advise Bernie accordingly and Bernie will work with Systems office to
create a web form that Selectors can use to fill out the Collections
Statement. Statements will be published on the web.

V. Budget - Spending Down AUL & Selector Balances

As has been discussed in previous Collections Council meetings, campus is
aware of substantial, unspent balances in the Library budget both in the
AUL Reserve and in individual 19900 funds. Over the last five years, the
average free balance in individual 19900 funds has been around 21%. Last
year alone, that average was 37%. Budget data clearly demonstrates that
there is a trend for individual selectors to have substantial unspent
balances and the trend suggests that the balances are getting larger. Among
the options available to address the problem: permanent adjustments to
base; year-end "taxes" of funds; or some combination of the two. Whatever
we do to address the problem of large unspent balances, it is important the
process be transparent and equitable. It is also important that whatever
process we come up with be accompanied by clear, easy-to-understand budget
data.
