Action Items:

* Jim Gordon will finalize the cancellation of the UC Press blanket order.
* Gail will work with Bernie in writing up the policy for spending new
faculty start-up funds. Bernie will then notify Selectors.
* Bernie and Gail will continue their investigation of the unspent balances
for new faculty start-up fund allocations from prior years and make
decisions about this year's new faculty requests.

I. Announcements

R. Green reminded the group about the CDL Shared Cataloging Program (SCP)
Early Bird to be held on Thursday, October 20.

AUL Collections search continues. Bernie has been communicating regularly
with the recruiting firm. The search committee meets on November 4.

Technical Services review: Ginny Moon will work almost full-time in
Technical Services, working closely with division heads analyzing work
flows and staffing needs and, eventually, making recommendations about
staff recruitment and reorganization.

UC Press blanket order: No objections were voiced to the proposal to cancel
the Library's blanket order with UC Press. Jim Gordon will finalize the
cancellation. Selectors will now acquire UC Press titles through their
regular vendors.

II. Collection Development Committee (CDC)

Update: Bernie updated the group on CDC activities. One situation that has
come up recently is the UC membership to support Biomed Central. Bernie
expressed the need to develop principles that can help guide the Library on
how to support and encourage innovative new models of scholarly publishing
like Biomed Central. On the one hand we want to support innovations, but we
also need to balance that against the value of their content and our own
budgetary constraints.
Shared Prospective Print: the automatic creation of shared print archives
is starting to be questioned in CDC. Shared print archives are expensive
and require funds not only for the acquisition of material but also for
processing. Bernie suggested that we start thinking about establishing
principles that would help us decide when it makes sense to create or
cancel print archives. Principles may include cost, the stability of the
publisher, the similarity of the electronic and print versions, and
perceived faculty support.

Managing multi-year licenses through title substitutions: ULs have been
emphatic that we need to "hold the line" with publishers on cost. With
Elsevier's recent acquisition of new titles, there is an opportunity to use
title substitutions to manage our contract. This will be further discussed
at the next CDC conference call (10/19/05). Since this will have a
potentially significant impact on science titles, a suggestion was made to
have Bernie attend a sciences council meeting.

III. DiLib

Based on support from Collections Council, Bernie will respond to CDC that
Berkeley will participate in the Chronicle of Higher Education proposal. He
expressed the need for criteria to evaluate whether or not Berkeley should
participate in a package. Hearing from council reps that "this is a good
resource" is not, he said, useful. Rather input should be based on
cost/value, research value, usage, faculty support, etc.

IV. New Faculty Start-Up Funds

Bernie suggested that if new faculty start-up funds distributed to
selectors are not spent within three years, those funds should return to
the AUL fund. Unspent departmental funds will not be taken away, but
selectors cannot expect to receive any new funding until it is spent. There
may be reasons why funds cannot be spent; if selectors can provide a good
explanation to the AUL for Collections they will receive an extension. Gail
will work with Bernie in writing up the policy. Bernie will then notify
Selectors.

It should also be noted that new requests for faculty start-up money will
not be granted to selectors with large unspent free balances. Bernie and
Gail will continue their investigation of the unspent balances and Bernie
will consider these balances when making a decision about this year's new
faculty requests.

V. Collection Templates for selectors

Deferred to next meeting.

VII. One-time requests - Collections

The possibility of not having a call this year was discussed. The topic
will be revisited at our next meeting.
