Dollar Devaluation Task Force
The Dollar Devaluation Task Force submitted the results of the devaluation
study. Twenty-six subject areas will receive one-time funding made
available by the AUL.
Announcements
Bernie reminded the group of a 7/29 message (subject: Proprietary
Authentication Schemes) sent out to selectors advising them not to acquire
an electronic resource in which the publisher requires our Systems office
to implement a proprietary authentication scheme that does not use IP
filtering. He asked subject council reps to bring the message to the
attention of their colleagues.
Referrals Group report
There was a continuation of the previous discussions of the Referrals
Working Group. All the subject councils have now reviewed the procedures. A
few more changes have been made regarding secondary referrals and the need
to make direct contact about very expensive items. The procedures have now
been approved with the additional recommended changes. Norma will send
those changes to Rebecca and Sheila. Since there are some potential
limitations inherent in these procedures, they will be reviewed in six
months. Bernie will send the final procedures to selectors. Meanwhile, Jim
will advise Rebecca and Sheila to begin implementation.
Updates
Bernie announced that the external recruiter for the AUL for Collections
position is almost on board and will soon meet with the search committee.
Bernie updated the group on Collection Development Committee (CDC)
activities and several on-going negotiations for resources.
DiLib
The group continued the discussion on the nature of the DILIB fund. In
recent years, the DILIB budget included a new $75,000 each year to cover
anticipated growth which has contributed to the annual deficits. New
commitments to DILIB have been less than $75,000 annually after the
inclusion of selector contributions. A suggestion was made to change the
budgeting method for DILIB. The fund will continue to be used to manage the
records for digital resources and the budget will be calculated based on
the existing commitments at the start of the fiscal year plus an inflation
factor (the same as for print and digital serial funds). A proposed change
in the budgeting method would require selector funds to provide 100% of the
funding for new ongoing orders to be placed on DILIB as permanent
adjustments to their monograph base budgets. One-time expenditures for
digital resources to be placed on DILIB can be funded by the AUL but new
requests will still be subject to the existing principles for management of
DILIB. A description of the new model will be forthcoming for the CC
representatives to present to their subject councils.
Transition
The group reviewed a document that listed Collections Council highlights
from 2004-2005.
