I. Announcements
Although CDL negotiations with Blackwell will continue until January, the
campuses are taking action now to hedge against the strong possibility of a
broken consortial contract. As indicated in an email from Patty to
selectors dated September 2, UCB is now cancelling all Blackwell print
subscriptions. As further stated in that email:
"Fund managers will have until September 23 to consider reinstating
subscriptions within their dollar
target -- and they will have several options:
* print plus current and previous year only electronic
* electronic only
* keep title cancelled completely to meet target cut
* order a new title
Members of the Library's working group for Blackwell will be contacting you
if you have fund responsibility for Blackwell titles (Camille Wanat, Beth
Weil, Margaret Phillips, Barbara Glendenning, Milt
Ternberg)"
II. Budget 2004-2005
Fund bases for 2004-2005 have been calculated. They will include budget
cuts realized by the June 1, 2004 cancellation project. There are
opportunities for one-time adjustments to these appropriations, as follow.
Using one-time funds, CC and Patty agree to offer selectors several
categories of one-time supplements. (These amounts will not change
selectors' base allocations.)
* 3% inflation increases to help offset several years of unfunded monograph
inflation
* variable inflation rates by discipline insofar as these can be determined
based on the annual Library Journal article
* an across-the-board increase to help offset the rise in sales tax in
Alameda county
* an opportunity to submit proposals requesting up to $2000 in new faculty
start-up funds
* an opportunity to submit proposals for one-time funding to purchase
collections
* an opportunity to submit proposals for one-time funding of
collections-related projects.

III. Budget 2005-2006
Patty distributed a budget forecast, showing an overall shortfall of
approximately $520,000 for fy 2005-2006. CC agreed with her proposal to NOT
conduct another cancellation project (which would need to occur by June 1,
2005) after the two we've just undergone. Rather Patty will cover this
shortfall with one-time money. This does not solve, but rather defers the
problem until 2006-2007, when hopefully the new compact with the governor
will provide some funding to help offset inflationary costs. Selectors will
see no across-the-board cuts in their base budgets for 2005-2006.
IV. One-time calls
CC discussed draft language for three calls for one-time funding that will
go out in the next few weeks:
* a draft for new faculty startup funds, out this week, due back to Patty
on October 15.
* a draft for one-time funding to purchase collections, due back to Patty
on November 1.
* a draft for one-time funding of collections-related projects. This is a
new call this year and several ideas came up that will be incorporated into
outlining a process and issuing a call for proposals. Ann and David worked
on the original draft, and they will incorporate today's comments for
discussion at CC's next meeting.
