Collections Council
Meeting of December 16, 2003

Attended by: Phyllis Bischof, Gail Ford (facilitator and recorder), Jim
Gordon, Rebecca Green, Phoebe Janes, Shayee Khanaka, Norma Kobzina, Jean
McKenzie, Linda McLane, Barclay Ogden, Margaret Phillips, John Roberts,
Camille Wanat. Absent: Patricia Iannuzzi. Guests: Jim Spohrer, Harrison Dekker

Summary of action items:
* M. Phillips will do additional fact-finding on the request for DiLib
funding - Korean databases
* M. Phillips will talk with Patty about CC's mixed reaction to the
proposal for a one-year trial of the Chronicle of Higher Education online.
* P. Iannuzzi will send out the cut targets for the initial $600,000 to be
realized by June 1, 2004
* Regarding loss to purchasing power due to exorbitant fluctuations in
exchange rates. J. Gordon will calculate two lists for P. Iannuzzi's
review: one showing amounts to redress funds having suffered more than a 4%
loss; and a shorter list showing amounts to redress funds having suffered
more than a 9% loss. Using this as input, P.Iannuzzi can determine how much
one-time money to appropriate for exchange rate relief.

I. Announcements
* Elsevier: negotiations are still underway between Elsevier and CDL. The
UC Berkeley working group has responded, as have the other campuses, to two
requests for "scenarios." Patty will participate in another conference call
regarding Elsevier on December 17.
* Faculty start-up funds: Jim Gordon sent out the new faculty requests that
were approved by CC.
* Budget cut targets for the initial $600,000 cut (to be realized by June
1, 2004): As suggested, Patty sent out the proposed variable inflation
rates to selectors, asking if anyone need further adjustment. Very few
requests were received. Jim and Patty have calculated the targets using
variable inflation rates, and will send these out to selectors in the next
few days. Collections Council will be discussing the posed additional
$500,000 cut to Collections in January.

II. DiLib
* CC discussed a request for 5 electronic databases from J. Chang. Based on
this discussion, Margaret will clarify a few points with Jae.
* CC had a spirited discussion about the proposal to participate in a
one-year experiment to provide the Chronicle of Higher Education online.
The proposed cost to UC Berkeley would be $7,000. There was also some
concern that if we offer it as an "experiment" it is very hard to withdraw
the title from users who have become accustomed to using it. Other CC
members were in favor of participating -- many on campus would use it; a
Library subscription might allow individuals to drop departmental or
individual subscriptions, thereby saving the campus money overall. Margaret
will talk more with Patty about these points.
* CC approved DiLib funding of PNAS, commending Beth Weil on her success in
negotiating a very good price on this Tier 2 proposal.

III. Exchange Rate Working Group. (Guests Jim Spohrer & Harrison Dekker,
and CC Members: Jim Gordon and John Roberts)
CC expressed their gratitude to the working group for a very fine job on
this report. Their charge was to give an evidentiary basis for
supplementing selector funds in order to counteract exorbitant loss of
purchasing power due to exchange rate fluctuations.

It was noted that exchange rate adjustments have been addressed in previous
years as part of one-time funding requests. This year selectors were asked
to exclude exchange rate requests from their one-time funding requests,
since adjustments would be made as a result of this working group's
findings. Patty has indicated that she will use one-time carry-over money
to address losses experienced by funds unduly disadvantaged.

The report recommends that any funds whose loss was less than 9% not
receive redress, while funds whose loss was calculated as greater than 9%
be recompensed. After further discussion, the group thought that it might
be more fair to have the cutoff be at 4%, if funding could be found to do
this. Jim Gordon will prepare two lists for Patty's consideration. He will
calculate the amounts for each fund by applying the "percent lost" to their
2003/2004 m-fund appropriation. No adjustment would be made to c-funds.
Patty can then proceed based on how much she can afford to subsidize.

IV. One-time funding requests
Gail distributed packages showing the one-time funding requests Patty had
received to date. Shayee Khanaka added a request for the Islamica
Collection. Phyllis Bischof, Phoebe Janes,
Shayee Khanaka, and John Roberts will meet to discuss and make
recommendations to CC on the Arts, Humanities and Social Science requests.
Norma Kobzina and Jean McKenzie will make recommendations to CC on the
Sciences requests. The group agreed to have this work completed in time for
discussion at the CC meeting scheduled for January 20, 2004.
