Meeting of Tuesday, September 2, 2003

Attended by: Phyllis Bischof, Gail Ford (recorder), Jim Gordon, Shayee

Action Items:
* Patty will formally charge the Exchange Rate working group.
* Gail and Patty will continue to collect and collate cancellation lists
from the other UC campuses.
* Patty will send out a copy of the revised letter to faculty from Tom
and co-chairs of the Academic Senate Library Committee, highlighting the
reason for the revision
* Margaret and Gail will enrich the website and develop a workshop(s) for
liaisons on issues and options in scholarly publishing.
* CC members were asked to send questions to Gail and Margaret that they
themselves have or anticipate getting from faculty about scholarly publishing.
* Patty will attend the Subject Councils to discuss CDL's pressing
concerns about "big deal" packages, a la Elsevier.

Meeting Content
I. Announcements
* Although funds have now been entered into Innopac, they are still a
work in progress as Collections Core Services staff finalize the serials
cancellation process and adjust credits. In order to meet vendor deadlines
for cancellations, Kluwer and Wiley titles were credited at 100% instead of
at the deep discounted prices. That means that if selectors cancelled
Kluwer and/or Wiley titles, they have been over-credited for those
cancellations in their monographs funds. Rebecca Green, Jody Bussel, and
Jim Gordon are completing the process over the next few weeks. Keeping
current with individual titles is a challenge as they move into and out of
packages. When they are complete, Jim will share a spreadsheet showing how
the new base budgets have been calculated. In general, the monograph base is:
-- old base
-- minus the total for assigned budget reductions
-- minus any Elsevier exceptions
-- plus credits for cancellations (amounts need to be adjusted to reflect
deep discount of 10-15%)

* A number of people will meet on Friday September 5 to air issues
regarding record displays and counting of electronic journal titles where
we have cancelled print but retained access to online versions. Results
will be reported to CC at its September 16 meeting.

* The Exchange Rate working group will begin its work soon. John Roberts
will participate as liaison to Collections Council.

* An Early Bird has been scheduled for Friday September 5 to discuss
projections for a budget deficit in 2004/2005, and actions we will need to
take by June 1 2004 to mitigate the deficit.

* As requested at the last CC meeting, Patty has asked for the
cancellation lists from the other UCs. She will make these available to CC
and/or selectors as she gets permission to do so.

II. DiLib Business
CC agreed to a DILIB funding request by Myrtis Cochran for Index Islamicus.
The $5200 subscription for this resource will be split between DILIB and
the reference fund. It should also be noted that this resource is also
being pursued as a potential Tier 2 purchase.

CC also agreed to a $1500 increase for our campus share of a CDL
subscription to Project MUSE. This increase can be accounted for by the
fact that Project MUSE has added 36 new titles to its collection and by the
fact they have increased the price for its original collection by 6%. Our
commitment, which comes out of the DILIB fund, will now be $10,000.

III. Faculty Letter / skills and knowledge needed by liaisons
The letter from Tom Leonard and the co-chairs of the Academic Senate
Library Committee, Elaine Tennant and Tony Newcomb, was sent to selectors.
Camille Wanat caught a serious error which was reported to Tom and
corrected before the letter was sent out. The first version said that It
said that journal prices in engineering had tripled or quadrupled in price
between 1998 - 2003. This is not true. In reality, journal prices in
science and engineering from 1998-2002 increased in price at a rate of
32-46% during the same period that the consumer price index rose 10%.

Patty noted that the letter encourages faculty to contact their library
liaison to get more information about titles and publishers, as well as
about ideas for options in publishing. CC members suggested that the
following tools/questions would help liaisons come up to speed on this topic:
* an enriched website (Margaret Phillips and Gail will work on this.)
* a workshop(s) for liaisons
* develop scenarios
* develop toolkits, factsheets and an faq

CC also asked that all conversations should counter existing mistaken
notions with facts(e.g., high inflation in scholarly publishing is in all
disciplines and isn't just a problem with commercial publishers.)

IV. Elsevier Negotiations and Faculty Senate Library Committee
Patty reported that CDL University Librarian Dan Greenstein had attended
the most recent meeting of UC Berkeley's Academic Senate Committee on
Libraries (LIBR). Dan used this opportunity to outline the fact that
scholarly publishing as currently configured is an unsustainable model.
Many publishers are seeking profit margins that are outstripping libraries'
ability to pay. Dan has agreed to share his "fact sheet" with UCB.

LIBR members support the need to change the model, and asked for data and
advice on what they could do as individuals. They also pointed out that
individual action may not be a big enough lever in changing the model, and
encouraged broader institution-wide action. CDL is currently in negotiation
with Elsevier. Campuses should be deciding just how much money they can
afford to pay Elsevier.

Patty will attend the Subject Councils to discuss CDL's pressing concerns
about "big deal" packages, a la Elsevier.

Comments from CCers are welcome on how best to have and sustain
conversations with faculty about issues of scholarly publishing.

V. New Faculty Start up Funds
Patty presented several suggestions she had received regarding the
process/assumptions underpinning the new faculty start-up funds. After
discussion, CC agreed that we should expand eligibility for applications:
as a pilot project this year liaisons may request start-up funds for
faculty named on last year's new faculty list as well as those named on
this year's list. Caveat: only one request per faculty member can be
submitted, no matter what the year. Applications should include a general
description of why the funds are needed. Liaisons are also reminded that a
call for one-time funding will go out at the end of October, and provides
another opportunity to "fill in holes".

Normally new faculty start-up requests should be for the purchase of new
library materials.

CC members outlined for Patty a parallel process in which Deans offer money
to new faculty as part of recruitment packages. Historically new faculty
have used some of this money to supplement collections, and have been
encouraged to do so by the award of Library matching funds. Patty will
consider this kind of request on a case-by-case basis.
